ESSENTIAL FUNCTIONS AND PURPOSE (Job Description)

The Assistant Project Manager is responsible for supporting the overall Project from the time the Project is being developed during the Planning Phase up until the final milestone is met, the availability is complete, and the ship is successfully delivered back to the customer. The Assistant Project Manager will perform in a professional position requiring in-depth knowledge of both Combatant and Non Combatant vessels. The Assistant Project Manager is responsible to coordinate daily the completion and reporting of planned PMS on an assigned ship and to prioritize sequence and coordinate all activities to completion within established safety, quality, cost and schedule objectives, including a PMS accomplishment rate of 85% or better.

POSITION DEMANDS (Education/Training)
Must have a minimum of four (4) years’ experience supervising technical personnel within complex activities or shipboard availabilities
Prior Military experience with minimum qualifications of 3-M PQS 303, Work Center Supervisor, Preferred 3-M PQS 305, Departmental 3-M Assistant
Strong written and oral communications skills to work with multiple organizations onboard ship, base or in the shipyard
Demonstrated ability to work multiple priorities simultaneously
Ability to provide input to Technical Procedures, standards and work instructions
Understand conditions required to commence work (WAF, Tag-out, HAZMAT requirements)
Must have experience in using Microsoft Office Suite to include Microsoft Project, Excel, Word and PowerPoint while being able to navigate in the computer server environment
Experience of working within a “Cost Type” or “Fixed Type” Contract is preferred.
Must have a valid driver’s license, with reliable, insurable transportation and willing to carry a “business” rider if necessary while using this vehicle when accomplishing company business activities
Able to gain access to Government facilities, and able to obtain a Security clearance once employed by NASSCO-Earl Industries
Able to work nights and weekends during peak workloads or as requested by Senior Management. Must be willing to travel and manage ship repair availabilities in remote, out-of-state locations for extended periods of time
Must be able to wear personal protective equipment- including a respirator

Vision Requirements: The worker is required to have visual acuity to perform an activity such as: operating machines where the seeing job is at or within arm’s reach or performing mechanical or skilled trade tasks of a non-repetitive nature such as ones by electricians, technicians, service people, painters, mechanics, etc.

WORKING RELATIONSHIPS

Reports to Director of Production. Liaisons closely with the Project Manager, Quality Assurance, Craft Foreman, Subcontractors, Materials, Safety, Customers, Vendors and other NASSCO Departments as appropriate
Maintain relevant/professional outsourcing relationships with our Teaming Partners/Sub Contractors in tracking milestones and work percent complete for all contracted work.
Notify Accounting Department when work completion takes place so invoices can be sent to customers and payments to Teaming Partners/Sub Contractors can be approved in a timely manner
Strong interpersonal skills with the ability to interact with and manage others
Has supervisory responsibility for all employees assigned to the project team

PRINCIPAL RESPONSIBILITIES

Ensures all project information being provided by our customers is forwarded to all departments within our company, and that all project data and information is regularly entered into the appropriate management data systems for internal reviews
Ensures NASSCO PM employees or subcontracted PM employees have minimum PQS 301, Maintenance Person certification prior to being dispatched to perform work
Develop and publish PMS/FM schedules
Submit PMS and FM Surveillance Logs seven days prior to availability start for approval
Verify outstanding MRC red-lines, scheduled for accomplishment are pre-approved for use and have an associated TFBR number, signifying the TFBR has been submitted
Request Tag-Outs in accordance with PMS schedule
Ensure PM/FM employees have the tools, material, and appropriate knowledge required to perform the assigned PMS daily
Distribute work packages to PM/FM employees and coordinate with subcontractors to drive the start of the PMS/FM jobs
Hold daily pre-shift briefing and end of day review for next day expected work package with PM/FM employees.
Ensure the completion of PM task as per the MRC instructions
Work closely with Ship’s Force to coordinate critical path PM/FM Checks
Implements Project Management processes and tools by contributing to the process and providing guidelines to support the project
Able to delegate responsibilities between Assistant Project Managers assigned directly to the Project Manager, by contributing input to Senior Leadership as a recommendation to who should make up the Project Team
Able to assemble, plan, lead and facilitate regular cross-functional Project Team meetings with company personnel, our Sub Contractors, as well as representatives from our customers and the US Navy.
Able to develop detailed task list, work effort assessment, including short and long-term resource allocation plans based on inputs from Senior Managers and Team members
Able to identify changes in work scope to ensure appropriate planning measures are being taken within the Planning, Estimating, Production and Contracts Departments, including the customers inputs for reassessing, renegotiating, and amending the scope of work, schedules and budgets
Must be able to identify, assess and analyze with the Team, any risk and/or issues that may compromise the successful completion of the project, and develop plans/actions that will remove this risk. Able to provide leadership when schedule / production conflicts may occur and the Team is looking for resolution
Performs other duties and responsibilities as assigned.

ACCOUNTABILITY
Responsible to provide independent, complex analysis, concept formulation and new method identification
Maintain overall responsibility of project budgets and schedules to ensure project completion is “On-time and On Schedule”.

UNIQUE/ADDITIONAL REQUIREMENTS

Regular, reliable attendance on-site is an essential function of the job. Must be able to gain access to Naval Installations. Must be able to travel internationally. Must be able to climb vertical ladders, scaffolding and work at heights. Must be physically able to commute to various areas of the shipyard. May require travel up to 30% of the time to include international.
