Director of Congregate Care Services
Job description
The Department of Children and Families (DCF) seeks a dynamic, highly organized, and experienced professional to fill the Director of Congregate Care Services position. Reporting to the Director of Services Network, the selected candidate will hold primary responsibilities in implementing the DCF Congregate Care Network (CCNET), which launched in January 2022.
The Director of Congregate Care Services will lead the change management work, including the technical assistance needs of providers, and be responsible for fulfilling and supporting the contract management work for CCNET. The ideal candidate will supervise five Network Specialists – one for each DCF Region – who serve as CCNET contract managers and liaisons between the providers and the DCF Regional and Area Offices.
The Director of Congregate Care Services also supervises the Provider Compliance Team, which consists of 5 staff (1 Supervisor/Coordinator and 4 Specialists), that primarily reviews and provides technical assistance related to congregate care providers’ compliance with the Medicaid Rehabilitative Services Option (Rehab Option) documentation requirements. The Provider Compliance Team also collects data related to contract management for the entire Services Network Unit.
Duties and Responsibilities (these duties are a general summary and not all inclusive):
- Provides direct Supervision to Network Specialists and Provider Compliance Coordinator.
- Oversees the creation and updates to Standard Operating Procedures manual for Network Specialists.
- Solicits feedback from stakeholders in congregate care to discover issues when they first emerge so proactive strategies for addressing issues can be developed.
- Lead change management work by identifying gaps in knowledge of CCNET among Network Specialists, DCF Regional and Area Offices, and the provider community.
- Assists in the development of high-quality trainings, job aids and other supports to address knowledge gaps, including working with others who will be responsible for the design of these materials.
- Delivers trainings, facilitate meetings, or conducts technical assistance, as needed, to disseminate knowledge-based resources that will address gaps.
- Serves as second level, after Network Specialist, for troubleshooting client-specific and programmatic issues that come from DCF Regional or Area Offices or from the congregate care provider community.
- Lead the process of changing contract management tools to incorporate CCNET requirements that focuses on the use of data and includes a data-focused feedback process to providers that will assist them in their continuous quality improvement work.
- Facilitates coordination between the Provider Compliance Team and the Network Specialist Team to promote effective and responsible integration of data into CCNET contract management.
- Supports the Provider Compliance Team’s consistent collection of provider’s Rehab Option Data by assisting with outreach to any provider that is not meeting data submission timeframes.
- Participates in meetings, both internal to DCF and external, as assigned, including meetings to collaborate with other state agencies, such as Early Education and Care (EEC).
- Reports regularly to Services Network leadership and escalate issues on which assistance is needed.
- Performs other duties as assigned.
PREFERRED QUALIFICATIONS:
- An advanced degree in human services management.
- Demonstrated Knowledge of DCF mission, goals and objectives, services and programs.
- Managerial experience in a DCF contracted congregate care program
- Systems knowledge, particularly about DCF’s CCNET RFR and contracts.
- Familiarity with other state agencies that work with congregate care providers (e.g., EEC, Department of Elementary and Secondary Education or DESE).
- Strong interpersonal skills and excellent communication abilities, both written and in person.
- Skilled in problem-solving, consensus building, conflict resolution and team building.
- Superior leadership experience, particularly in cultivating high-performing teams, and in developing and maintaining excellent relations with colleagues and constituents.
- Capacity to mediate conflicts, coordinate competing interests, and work under time constraints.
- Ability to understand and interpret data charts and tables and to handle data in ethical and responsible ways.
- Effective administrative and organizational skills, with ability to manage several projects simultaneously.
- Proficient usage of Microsoft Office suite including Word, PowerPoint and Excel.
