Description
The Kentucky Infrastructure Authority (KIA), under the Office of the Governor, provides financial assistance to communities through loans and grants for water, wastewater, and other infrastructure projects. Federal Program Specialists prepare and present credit analyses to the Board for approval of loans, which provide financing for major projects that benefit the citizens of the Commonwealth. Our GIS section is responsible for maintaining data and maps that provide details about the water and wastewater systems throughout the state. At KIA, we get to work with local communities across the state to help improve Kentucky’s infrastructure.

The Federal Program Specialist is a vital team member in the overall success of our agency through the administration of federal grants that provide financing for infrastructure projects. Primary duties include review of loan applications for expected state impact, determination of compatibility of proposed activities with existing state policies and plans; projecting and developing funding allocations for borrowers; and overseeing grant requirements and project costs.

Key Responsibilities:
  • Independently provides direction and coordination in the administration of federally assisted program grants. Works with Division of Water to jointly establish budget with United States Environmental Protection Agency. Prepares annual projections of revenue and expenditure data to inform KIA Board of Directors. Determines if borrowers are utilizing resources in an effective/efficient manner. Analyzes loan applications to ensure compliance.
  • Projects and develops funding allocations for third parties; disperses fund notifications. Ensures funds are obligated in required timeframe. Works directly with US EPA for all budget related matters including amendment and modification requests. Maintains a database whereby all information is made available for consideration in state planning and budgeting efforts.
  • Facilitates contracting with vendors and subrecipients. Ensures activities are within the awarded budget/funding. Inspects supporting documents for accuracy and completeness. Monitors subrecipient compliance with state and federal funding requirements.
  • Reviews loan applications for expected state impact and determines the compatibility of proposed activities with existing state policies and plans. Reviews applications and determines whether the loan will have desired impact. Facilitates meeting loan timelines and deliverables.
  • Attends meetings and develops close working relationships with federal, state, and local officials. Conducts meetings and maintains communication with officials, utility managers, engineers and project administrators to manage project administration. Manages mandated reporting and external communications with appropriate stakeholders.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS: Four years of professional experience in budget administration, grant administration, financial analysis and/or forecasting, statistical analysis, financial auditing, or a related field. Two years of the required experience must include the preparation, research and planning, budgeting, or administration of state or federal grants-in-aids.

Substitute EDUCATION for EXPERIENCE: A master's degree will substitute for one year of required experience.

Substitute EXPERIENCE for EDUCATION: Additional grant-in-aid related experience will substitute for the required education on a year-for-year basis.

Work typically involves extensive contact with the public. Travel may be required.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
