- Salary Range: $95,520 - $145,680 annually (Determined by function, education, experience, and qualifications of the applicant. A 15% salary uplift is provided on top of base salary for positions that are worked in New York City or San Francisco, which is subject to change depending on market conditions.).
Project Overview
Bechtel is designing, constructing, and commissioning the world’s largest radioactive-waste treatment plant for the U.S. Department of Energy (DOE) in southeastern Washington State. The project will use vitrification technology to process and stabilize 56 million gallons (212 million liters) of radioactive and chemical waste stored at the Hanford Site which is a byproduct of plutonium-production during World War II and the Cold War era.
The project is the largest undertaking of its kind and one of DOE’s most technically challenging cleanup projects. Its construction spans 65 acres (26 hectares) with four major nuclear facilities – Pretreatment, Low-Activity Waste Vitrification, High-Level Waste Vitrification and Analytical Laboratory – as well as operations and maintenance buildings, utilities, other support facilities.
The Waste Treatment Completion Company (WTCC) is a limited liability corporation created by Bechtel National Inc. (BNI) and AECOM. WTCC is a subcontractor to BNI, the prime contractor, to deliver the construction, turnover, startup, and commissioning activities for the WTP project.
This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30 a.m. to 5 p.m. Selected applicant needs to be willing and able to work overtime, weekends and night shift as needed.
Responsibilities
- Technical oversight of assigned subcontractor’s safety, quality, schedule, and coordinated execution of the subcontractor’s scope of work.
- Monitoring the subcontractor’s daily progress, preparing daily subcontract reports, reviewing subcontractor-initiated reports and correspondence for claim related issues, and assisting the subcontract administrator with changes to the subcontract scope of work.
- Monitoring and inspecting the subcontractor’s quality of work.
- Provide oversight over the installation and final configuration of subcontract scope to the approved design.
- Review, approve, and witness the performance of routine system testing.
- Ensure that installed commodities comply with WTP program requirements.
- Validating subcontractor’s monthly progress payments and invoices, monitoring subcontractor Force Account and TM Reports, and coordinating subcontractors’ activities with work performed by others.
- Support Construction turnover of subcontract commodities to Startup/Operations.
- Review of prior completed subcontracts for permanent plant installations
- Review all submittals and QVRPs for completed subcontract work to ensure all requirements were met
- Walkdown subcontracted commodities against subcontract deliverables to ensure commodities were installed as designed and specified
- Representing Construction during the formation and bid, evaluate, and award phases of assigned subcontracts, and monitoring the subcontractors work processes to ensure adherence to the principles of Integrated Safety Management System to ensure health and safety of the worker, and quality, productivity, and consistency of the workplace.

Qualifications and Skills
Basic Qualifications:
- Bachelor’s degree in Engineering, Construction, contract, subcontract or a related subject from an accredited university and 9+ years of Field Engineering or related experience or, in lieu of a degree, 15+ years of directly related experience.
- Must be able to complete and pass a pre-employment drug screen, physical, and background check which includes verification of employment and education.
- Must be able to obtain a Department of Energy badge for access to the Hanford Site.
- Must be able to work and remain in the US without sponsorship.
- Must be physically able to conduct field inspections and participate in project walk-downs, which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protectice equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces.
Minimum Qualifications:
- Related experience includes but not limited to: Working in a field construction environment interpreting specifications, procedures, and codes.
- Scoping, preparation and execution of Inspection and Test Plans, Surveillances, and QVRP documentation.
- previous experience with oversight of construction subcontracts
- Strong understanding of change management and configuration control processes.
- Technical knowledge of a specialized engineering discipline, cost, scheduling and contracts administration relating to the construction of heavy industrial or commercial complexes.
- General awareness of environmental laws. Awareness of government compliance standards.
- Knowledge of requirements for Lock Out Tag Out for safety.
- Computer literate in word processing, spreadsheet, and database applications in accordance with current Bechtel standards.
- General knowledge of state, federal, and local contracting requirements.
- Work experience leading to an understanding of the technical knowledge described above.
- Support facility work planning and field coordination.
- Civil/Structural installation and inspection experience.
- Ability to interface with diverse construction disciplines as well as all levels of management.
Preferred Qualifications:
- Possess Nuclear Construction knowledge preferred.
- Firm understanding of AISC and ACI codes.
- Familiarity with current industry quality standards.
- Strong knowledge of project specific environmental compliance requirements.
- Possess the legal right to work and remain in the US without sponsorship.
- Experience with subcontract change management and EVMS.
- Strong knowledge of project specific environmental compliance requirements.
- Experience working with, supervising and administering subcontractors.
- Experience managing and negotiating subcontracts across multiple disciplines.
- Previous or current WTP/WTCC experience.
