Housing Choice Voucher Specialist
This position involves the performance of clerical duties in support of services provided by the Housing Choice Voucher Program. This position involves interacting with the public, answering inquiries concerning eligibility for assistance under the program and maintaining accurate records. The work is performed under the general supervision of the Housing Choice Voucher Supervisor.
Principal Duties:
1*. Maintains the Housing Choice Voucher Waiting List which includes timely updates in order to comply with government regulations.*
2. Assist applicants and participants by providing and explaining information and documents.
3. Provides accurate information regarding application procedures, waiting lists, and qualifications to both callers and walk-in clients.
4. Prepares Housing Choice Voucher Briefing Packages.
5. Schedules interviews, and processes initial certification, annual certification, interim certification, and transfers ensuring all processes are in compliance with rules, regulations, policies and procedures established by the U.S. Department of Housing & Urban Development and the Chicopee Housing Authority.
6. Conducts examination of income, family composition, including participants processing changes, verification of income and assets, calculation of proper subsidy amounts. Notifies the participants and landlords of changes in rent or unit eligibility.
7. Represents the Chicopee Housing Authority in a positive and courteous manner in dealing with the public, clients, landlords and government officials while providing accurate information and assistance to prospective and current landlords and clients regarding the program regulations and procedures.
8. Maintains tenant and applicant files for the program.
Knowledge, Skills and Duties:
1. Working knowledge of office practices and procedures.
2. Working knowledge of bookkeeping principles and practices.
3. Ability to make moderately complex arithmetical computations quickly and accurately.
4. Ability to speak and write clearly and effectively.
5. Ability to produce documents using proper sentence structure, grammar, punctuation, and spelling.
6. Ability to enter data into a computer or other keyboard device.
7. Ability to operate standard office equipment including, but not limited to a personal computer, laser printer, fax machine, scanner, copy machine, postage machine.
8. Ability to develop and maintain recordkeeping systems and procedures in hard
copy and/or electronic format.
9. Ability to collect, analyze and interpret data and draft reports of the data when
needed.
10. Ability to follow verbal and/or written instructions.
11. Familiarity with Assisted Housing policies and procedures.
12. Performs duties in a cooperative and supportive manner with co-workers so all workers can accomplish their objectives successfully.
Qualifications:
The successful completion of a two (2) year, post high school, business related curriculum is desirable. A minimum of one (1) year practical experience in similar, fast paced, high volume office work is required. Candidates must have a working knowledge of business English and business Math. Previous clerical experience and/or customer service experience is required. Good communication, computer and telephone skills are required. Applicant must be able to understand and record written information, be able to take direction, follow through with tasks assigned and be flexible. Other desirable skill includes knowledge of federal housing regulations. Must have a Massachusetts Driver’s License. Must complete and pass Nan McKay Training within 12 months of hire. Fluency in Spanish is highly desirable.
