This Management position in the Community Development Department will assist with administering and coordinating the activities and operations of the City's affordable housing programs including for-sale first time home buyer housing, rental units, and rehabilitation programs; and perform a wide variety of responsible and complex administrative and analytical duties in support of various programs and projects of the department; this position is overtime exempt; receives direction from various management staff; exercises functional and technical supervision over technical and clerical staff, administers contracts, and monitors performance.
The optimal candidate will have experience with the following: administering and/or supporting affordable housing programs; budget administration; contract management; and graphic design.
What will you do:
Assume direct responsibility for monitoring and administering assigned program areas; assist in assigned administrative support functions including budget; may direct the work activities of assigned clerical and technical personnel or other subordinate staff; participate in employee selection; prioritize and coordinate work assignments; review work for accuracy.- Provide responsible staff assistance and support to assigned management staff and department or program area.
- Assist in developing and implementing operational, administrative, program, and other policies and procedures; assist in contract negotiations; prepare employee evaluations.
- Analyze the preparation and administration of assigned budget(s); assist in maintaining and monitoring appropriate budgeting controls; prepare various financial reports as required.
- Collect, compile, and analyze complex information from various sources on a variety of specialized topics related to assigned programs; prepare reports which present and interpret data and identify alternatives; make and justify recommendations.
- Assist in administering maintenance and service contracts; develop requests for proposals; conduct research on specifications.
- Participate in the drafting and implementation of department goals, policies, and procedures.
- Receive and respond to complaints and questions from the general public; review problems and recommend corrective actions; prepare summary reports as required.
- Participate in special projects and studies including complex research of new programs and services, budget analysis and preparation, and feasibility analyses; prepare and present reports.
- Assist in preparation of ordinances and other supporting program documents; assist in preparing and monitoring program grants and related proposals.
- Prepare comprehensive technical records and analytical reports pertaining to assigned area of responsibility; conduct research and comprehensive data collection efforts to support analysis.
- Assist in development and design of departmental, operational and administrative procedures or forms as required.
- Participate in various committees; attend and participate in professional group meetings.
- Make oral and written presentations to the City Council, staff, the public, and professional groups.
- May serve as a liaison with public and private organizations, community groups, and other social organizations; make presentations as required.
- May draft press releases, newspaper articles, public service announcements, and newsletters.
- May participate in contract administration with outside consultants and developers.
- May perform or assist in preparation of program and employee performance evaluations.

Requirements:
Experience/Training:
Three years of administrative and analytical experience preferably within a local government environment; equivalent to a Bachelor's degree from an accredited college or university with major course work in public administration, business administration, Community Development, Planning, or a related field.
License or Certificate: Possession of or ability to obtain and maintain an appropriate, valid California driver's license.

Health, dental, and vision insurance:
- Medical insurance is through California Public Employees’ Retirement System (CalPERS) which offers PPO and HMO plans. The City pays 90% of the PERS Platinum Preferred Provider Organization (PPO) Health Plan family rate towards whichever plan the employee chooses. An employee may convert up to a maximum of $300 per month of the medical insurance allowance to cash out or deposit in deferred compensation each month if not used for medical insurance cost.
- 100% of the dental and vision insurance premiums for employee and dependents is paid by the City.
Life Insurance: $75,000 term life insurance paid by the City.
Retirement: The City participates in CalPERS to provide retirement benefits for employees. For eligible miscellaneous Classic employees (employees hired before 1/1/13 with a 2% @ 55 formula and no required employee contribution), the City pays 7% of base salary on employees’ CalPERS contribution. For “New” members (employees hired on or after 1/1/13 with a 2% @ 62 formula), the employee contributes 6.75% of salary. The City does not participate in Social Security.
Deferred Compensation Saving Plan: 2% of base salary paid by the City.
Annual Leave Accrual: Annual leave (vacation, personal, sick time hours) is accrued based on years of service. Annual Leave accrual rates for Management Employees begins at 22 days per year and maxes out at 32 days per year.
Administrative Leave: Management Employees at salary range 67 or higher receive approximately 68 hours per year. Management Employees at a salary range lower than range 67 receive approximately 44 hours per year.
City Paid Holidays: 11 ½ paid legal holidays each year.
Remote Work Option: For certain positions where it may be appropriate without diminishing quality of performance or service delivery, remote work arrangements may be set up after six months of on-site work.
Flexible Work Schedule: For certain positions where it may be appropriate without diminishing quality of performance or service delivery, flexible work schedule arrangements may be set up.
Short and Long-Term Disability: City-paid coverage.
Tuition Reimbursement: Management employees will be reimbursed for courses pre-approved by the City Manager. The annual maximum tuition reimbursement is $1,800 and the lifetime maximum is $10,000.
