Job Summary
The Obsidian Solutions Group (OSG) is seeking a Portfolio Manager (PfM) as a corporate strategic resource that directly reports to the Director of Proposal Operations. In this role the PfM maintains primary responsibility for administering, analyzing, managing, and optimizing OSG’s non-Agency-specific Government Wide Acquisition Contracts (GWAC): One Acquisition Solution for Services (OASIS), 8(a) STARS III, and SeaPort-NxG. The PfM maintains secondary responsibility for supporting Agency-specific IDIQs. To be successful in this role, the PfM must coordinate across the enterprise, working with the Growth Department, Operations, and Functional leadership to communicate, coordinate, and collaborate to build the best approach to optimizing OSG GWACs. The PfM will lead GWAC-specific proposals, so they should have verifiable proposal management experience as a pure-play proposal manager or leading Task Order renewal efforts. In their role, the PfM’s success is measured by the impact that awarded GWAC Task Orders bear on OSG’s annual revenue, Strategic Goals, and Business Plan. (Not a direct P&L leader.)
Specific Responsibilities
- Monitor OASIS, STARS III, SeaPort-NxG, and other relevant GWACs using the GSA, Symphony, SeaPort-NxG, and BD2 portals.
- Identify GWAC TOs that align with OSG business lines, experience, and goals.
- Develop initial pursuit solutions, decision briefs, and budgets.
- Identify, interview, and support Talent Acquisition in hiring (direct bill and contingent) project staff
- Support quarterly, annual, and strategic planning, forecasting, and goal setting associated with impact and changes of GWAC vehicles.
- Lead matrixed proposal teams from across the organization in responding to Sources Sought, Requests for Information, Requests for Quote, Requests for Proposal, and other marketing and proposal materials.
- Develop stakeholder registry to support growing book of GWAC TO business.
- Support Business Development by attending customer meetings, engaging GWAC users, and coordinating with stakeholders.
- Streamline existing GWAC management process to include strategic implementation of AI/ML and CRM optimization.
- Educate GWAC stakeholders on OSG capabilities and service offerings.
- Support MARCOM strategy to brand OSG as a viable GWAC partner and solution
Qualifications
- 10 or more years of verifiable experience of increasing responsibility within a Project Management framework (i.e., Project, Program, and Portfolio management)
- Certified Project Management education (e.g., PMI PM, PgM, or PfM certification, DAWIA Program Management Level II, master’s degree in Program Management)
- Ability to pass drug screening and Federal Government criminal background check with no felony records.
- Possess current, valid driver’s license (not under suspension or limitation).
Desired Skills
- Completed Shipley proposal management training.
- PMI certification (PgM or PfM)
- Master’s degree in Business Administration (MBA), Management, Project/Program Management, or Organizational Management
Physical Requirements and Work Environment
- Normal Office environment, 100% Remote
Travel
- Up to 30% - 40% Travel.
- The candidate is expected to conduct multiple customer engagement visits to GWAC user offices, military COCOMs, selected foreign partners, partner companies, and the NCR to foster client engagement and develop “embedded” relationships.
