POSITION: Victim/Witness Officer
DEPARTMENT: County Attorney

PERCENTAGE OF TIME ACCOUNTABILITIES
5% 1. Miscellaneous Office Tasks – Mail duties, filing, answering phones, etc., other work as assigned.
5% 2. Fill in for other Victim Witness Officers as needed. Assist with any 2:00 P.M. victim intakes as needed.
5% 3. Communicate with other departments in regards to victim party and restitution information.
5% 4. Assist Prosecutor with gathering information prior to filing cases – contact victims or witnesses to request additional information, obtain information needed from other agencies or counties, etc. This may include police reports, medical records, etc.
10% 5. Assists Prosecutor with anything needed during case proceedings – schedule meetings, sit in on meetings with victims/witnesses. Obtain information from other agencies or counties, etc.
10% 6. Case maintenance and track case load – generate case note sheets for tracking, update contact and other party information, use spreadsheet calendar, and notes sheet to track case load.
30% 7. Communicate with victims, witnesses, and other agencies throughout the duration of the case. Send victim impact statements, subpoena notifications, hearing result notification if requested by victim, answer questions, try to work with each subpoenaed individual to ensure availability for hearings.
30% 8. Accompany prosecutors to evidentiary hearings to escort witnesses into courtroom as called to testify and ensure that each subpoenaed individual has anything that may be needed during proceedings. Responsible for ensuring that prosecutor has all necessary tools needed for trial such as, copies of photos, maps/easel. Accompany and escort victims/victim’s families to sentencing. Read written statements to court if too difficult for victim/victim’s family to read.
SCOPE
This position is responsible for managing, coordinating, monitoring and providing case assistance for juvenile and criminal cases within the County Attorney’s Office. The
Victim/Witness Coordinator will establish communications with victim/witnesses or their advocates, advise victims of their case, keep victims/witnesses informed of the status of files, provide victims/witnesses with information, locate witnesses required for effective prosecution and assist with case management.

1. Knowledge of criminal procedure and its application to crimes and crime victims from initial prosecution through final dispositions.
2. Knowledge of law enforcement investigative procedures.
3. Knowledge of local social service agencies and services they provide.
4. Knowledge of courtroom and testimony procedures.
5. Ability to be tactful and adept in dealing with a wide variety of people.
6. Ability to deal with the public in difficult/stressful situations.

ILLUSTRATIVE TASKS (This is not an inclusive list, other tasks/duties may be assigned.)
1. Keep victims/witnesses informed of the status of their case as it moves through the legal system, providing them with information and emotional support, explain basic concepts of a criminal/juvenile trial and of testifying in a criminal/juvenile trial.
2. Assist attorney staff with case analysis, preparation of witness testimony, coordination of appearances in court, and preparation of trial exhibits and visual aids, including attending mandatory meetings.
3. Establish initial personal line of communication with victims and advises victims of statutory rights.
4. Serve as liaison between victims and attorneys, consulting with attorneys regarding trial preparation/victim opinion. Schedule and participate in interviews with witnesses to assist attorney staff in gathering facts and evidence.
5. Develop reports and maintain documentation of witness information, including making supplemental reports of pre-trial interviews, file notes and current contact information.
6. Locate and/or establish initial personal line of communication with witnesses regarding availability, case consultation and litigation preparation.
7. Assist victims/witnesses in securing travel lodging, and child care, and escorts victims to court and provides information and emotional support throughout the court process;
8. Advise victims of the availability of support services and encourage and assist victims in contacting and commencing the utilization of those services.
9. Provide victims with information to apply for restitution and to obtain return of property.
10. Advise victims of their right to compensation through the Kansas Crime Victims Reparations
Board and assists in obtaining application forms.
11. Maintain current database of information for victims including contact information.
12. Maintain and manage reports and records documenting victim services rendered.
13. Compile statistical data regarding victim contact.
14. Provide orientation to and work with student interns in the delivery of victim programs.
15. Develop, plan and make recommendations to enhance the victim/witness program.
16. Perform other duties as assigned or apparent.
ENVIRONMENTAL DEMANDS

MINIMUM QUALIFICATIONS
Three years of progressive related experience in public or private social/human services or law office position beyond high school experience.
DESIRABLE QUALIFICATIONS:
Direct experience working with crime victims, particularly with domestic violence.

4. Walking 10% of the time – when delivering or retrieving information, files, etc., from within the office or from other departments.
5. Sitting 80% of the time – when completing administrative, personal computer, and telephone work assignments.
6. Lifting/Carrying 25 pounds – lifting files, office supplies, and reports.
7. Pushing/Pulling 30 pounds – moving files, boxes, office supplies, and reports; and when opening and closing file cabinet drawers and doors.
8. Climbing/Balancing Required when negotiating stairs, or retrieving files or supplies from overhead or from the floor.
9. Stooping/Kneeling Required when retrieving or filing from lower drawers or when retrieving items, office supplies, etc. from the floor.
10. Reaching/Handling Required on most tasks.
