Position Overview

The Accountant position within the Office of Fiscal Management at the Illinois Criminal Justice Information Authority assists in the fiscal execution of administrative grant funds to Research and Analysis (R&A) Program, and Federal Programs: VOCA, VAWA, VAWA-SASP, RSAT, CESF, SORNA, NFSIA, ICJR, JAG, and PREA. The ideal candidate will lead the processing of documentation required for obligation and payment. Job Responsibilities

  • Maintains detailed accounting system for administrative funds for grant awards, including all records of receipts, expenditures and obligations, with an emphasis on but not limited to Research and Analysis (R&A) Program, and Federal Programs: VOCA, VAWA, VAWA-SASP, RSAT, CESF, SORNA, NFSIA, ICJR, JAG, and PREA.
    • Processes payments, contracts/obligations, and maintains records and files accordingly.
  • Updates and maintains associated cost centers, monitors expenditures throughout the life of grants and advises management of necessary adjustments or grant extension requests.
    • Completes monthly obligations, expense and cash reconciliations for various assigned funds.
    • Reconciles agency records with appropriate funding source reports. Prepares and submits fiscal reports as required by supervisor.
    • Prepares and processes all Court of Claims requests, researches their validity, completes and submits paperwork to the Attorney General after review by the Accounting Supervisor.
    • Prepares and processes all bank deposits.
  • Prepares Contract Obligation Documents (CODs) and vouchers for grant administrative agreements, inputs into eGMIS and SAP, with an emphasis on R&A and Federal Programs.
    • Obtains appropriate approval and files necessary documents with the Comptroller’s Office, updates the voucher/COD processing tracking report to ensure payment in a timely manner.
    • Monitors obligation status of multi-year agreements at state fiscal year end, and initiates CODs for new state fiscal year as needed.
  • Assists in grant-related budget projections and reports for agency usage and submissions to the Governor’s Office of Management and Budget and the Illinois State Legislature.
  • Serves as backup to accounting staff as assigned by supervisor.
  • Performs other duties as assigned or required which are reasonably within the scope of the duties listed above.

Minimum Qualifications

Requires knowledge, skills and mental development equivalent to completion of four years of college with courses in accounting and business administration or four years of technical accounting experience.

Preferred Qualifications

  • Prefers two years of experience with State of Illinois financial systems (e.g., SAMS, SAP, HANA, DACS) and Microsoft office suite of tools.
  • Prefers one year of grants accounting/administration experience.
  • Prefers two years of experience performing reconciliations, processing payments.
  • Prefer one year of experience preparing and presenting results to senior managers.
  • Prefers two years of accounting/book keeping experience.

ICJIA administers over 100 million dollars in grants, including the R3 (restore, reinvest, renew) grants (funded through the tax on legalized cannabis), state violence prevention grants, and federal grants including under the Violence Against Women Act and the Victims of Crime Act. ICJIA convenes groups and collaborates on efforts to reform the criminal justice system. ICJIA leads criminal justice reform efforts by supporting policy makers through research.
