Job Summary
Under the direction of the Director, Fiscal Services, performs a variety of specialized accounting duties in the review, analysis, maintenance and adjustment of designated funds and accounts; prepares, audits, reconciles and maintains a variety of financial and statistical records, reports and statements in support of assigned accounts and activities.
Job Description / Essential Elements:
ACCOUNTING SPECIALIST The job of Accounting Specialist was established for the purpose/s of assisting in the formulation, analysis and execution of the annual budget for categorically funded programs; identifying budget variances and recommending appropriate actions to comply with fiscal requirements and budget guidelines; analyzing costs of programs and services; and providing analytical information to administrative and program personnel and/or regulatory agencies. This job reports to Director, Fiscal Services. Examples of Duties: ·Analyzes financial information related to services (e.g. budget reports, expenditures, variances, projections) for the purpose of identifying potential budget variances, compiling statistical information and/or conforming to district, state and federal funding requirements. · Assists auditors for the purpose of providing supporting documentation and/or information on internal process that is required for audit. · Calculates cost allocations and projections for a variety of supplies, textbooks, postage, personnel, etc. for the purpose of determining the financial resources required for enrollment levels. · Develops special and regular financial reports for the purpose of summarizing budget and financial data. · Maintains manual and electronic files, documents and records (e.g. attendance data, current and historical budget data, financial records) for the purpose of complying with established reporting requirements; and reporting information to school sites in accordance with current guidelines. · Monitors grants received by the District for the purpose of ensuring the correct allocation to appropriate grant and budget categories in accordance with grant requirements. · Participates in meetings for the purpose of providing technical assistance and collaborating in the budget development process. · Participates in staff meetings, in-service training, workshops, etc. as required for the purpose of conveying and/or gathering information required to perform job functions. · Prepares a wide variety of written materials and electronic financial and budget information (e.g. CONAPP, State mandated reports) for the purpose of documenting activities, providing reference, conveying information, and complying with established financial, legal and/or administrative requirements. · Prepares information regarding the implications of funding alternatives, proposed program adjustments, and revenue options for the purpose of providing assistance to all levels of management in the resolution of budget variances and other financial issues. · Processes budget-related documents (e.g. journal entries, account transfers, encumbrances) for the purpose of updating and distributing information, authorizing for action and/or complying with established accounting practices. · Provides required information and data for the purpose of developing budgets, controlling expenditures and/or preparing budget revisions. · Responds to inquiries of staff and administration regarding financial procedures for the purpose of providing information, direction and/or referral for addressing inquiry. Minimum Qualifications: Any combination of education, training, and/or experience, which demonstrates ability to perform the required duties. A typical qualifying background would include graduation from high school or equivalent, and two years of college level course work in accounting or related field and three (3) years of increasingly responsible experience in the preparation, maintenance, and review of financial records and accounts. Experience in school district accounting work is desirable. Knowledge, Skills and Abilities: SKILLS are required to perform multiple, technical tasks with a need to occasionally upgrade skills in order to meet changing job conditions. Specific skill-based competencies required to satisfactorily perform the functions of the job include: operating standard office equipment including using pertinent software applications; performing accounting procedures; performing standard bookkeeping; and preparing and maintaining accurate records. KNOWLEDGE is required to perform advanced math; review and interpret highly technical information, write technical materials, and/or speak persuasively to implement desired actions and analyze situations to define issues and draw conclusions. Specific knowledge-based competencies required to satisfactorily perform the functions of the job include: all relevant reporting regulations; accounting/bookkeeping principles and general accounting practices; financial analyses and/or budget analyses; and principles and objectives of budget preparation and fund accounting. ABILITY is required to schedule activities, meetings, and/or events; often gather, collate, and/or classify data; and use job-related equipment. Flexibility is required to work with others in a variety of circumstances; work with data utilizing defined but different processes; and operate equipment using standardized methods. Ability is also required to work with a diversity of individuals and/or groups; work with data of varied types and/or purposes; and utilize job-related equipment. Problem solving is required to identify issues and create action plans. Problem solving with data requires independent interpretation of guidelines; and problem solving with equipment is limited to moderate. Specific ability-based competencies required to satisfactorily perform the functions of the job include: establishing and maintaining effective working relationships; adapting to changing work priorities; communicating with diverse groups; meeting deadlines and schedules; setting priorities; working as part of a team; and working with detailed information/data.
Requirements / Qualifications
EDUCATION AND EXPERIENCE: Any combination equivalent to: graduation from high school or equivalent GED supplemented by two years of college-level course work in accounting or related field and four years of responsible accounting experience performing various financial analysis, accounting payroll and budgeting activities. LICENSES AND OTHER REQUIREMENTS: Successful passage of the District’s job-related proficiency test.
An examination will be given to establish an eligibility list for the position of Accounting Specialist in order to fill current and future vacancies. The current position is budgeted at 8 hours per day, 260 working days per year. The eligibility list will be effective for 6 months. Faxed materials are not acceptable. Oral Exam: TBA (by invitation only) ORAL BOARD EXAMINATION: The Oral Board/Performance-Based Examination will be given by appointment only. Following the conclusion of the Oral Board Examination, the candidates will be ranked and notified of their scores.
