Position Overview

The Illinois Department of Public Health is seeking a highly motivated individual to support professional staff in the planning and implementation of the Community Health Worker certificate approval process. Responds to inquiries on behalf of the Community Health Worker Program Manager, composes correspondence, serves as a personnel liaison to the Office of Human Resources on personnel matters. Serves as working supervisor.

Job Responsibilities

1. Provides professional staff support in the planning and implementation of Community Health Worker programs.

  • Interprets procedures and programmatic goals.
  • Assists with the installation of new procedures and programmatic objectives.
  • Completes management studies of program performance areas as assigned by the Program Manager.
  • Recommends measures for improving/enhancing services to the Community Health Worker training program approval process.


2. Responds to inquiries from the public and private sector.

  • Represents the Program Manager in meetings, prepares summaries and ensures follow-up with Community Health Worker certification applicants.
  • Prepares reports for the use of development and monitoring compliance with policies and regulations.


3. Prepares summaries of current news in the field of Community Health Worker certification application processes.

  • Collects information and data pertaining to the statewide Community Health Worker topic through subject matter experts.


4. Serves as a liaison to personnel on personnel actions and timekeeping matters, monitors expenditures of budgetary allotments, processes requests for goods and services.

5. Serves as working supervisor:

  • Assigns and reviews work
  • Provides guidance and training to assigned staff
  • Counsels staff regarding work performance
  • Reassigns staff to meet day-to-day operating needs
  • Establishes annual goals and objectives
  • Approves time off
  • Prepares and signs performance evaluations


6. Travels to attend meetings and special events.

  • Coordinates regular staff meetings.
  • Performs liaison work on behalf of the Program Manager with other administrative and management personnel in the Division.


7. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.


Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with coursework in public or business administration.
  • Requires one year of professional experience in a public or private organization.

Preferred Qualifications

  • One year experience in community organization, social work, public health work setting or in program planning and development.
  • One year experience interpreting and assisting with implementation of procedures and programmatic goals.
  • One year experience responding to inquiries from the public or private sector.
  • Possession of excellent oral and written communication skills.
  • One year experience working as a supervisor.
  • One year experience completing studies and preparing reports.
  • One year experience working with Microsoft Software.

  • Requires a valid driver license.
  • Requires the ability to travel.

Work Hours: Monday - Friday 8:30AM to 5:00PM
