Responsibilities
- Provides advice and specific guidance to USU staff, medical students, researchers, and officials for developing unique agreements with other DoD organizations and Federal agencies. Collaborates with various internal and external contacts to define each organization's role and responsibility for each agreement. Performs manual and electronic database searches and presents findings in oral or written format. Determines the type of agreement that is appropriate and assists subject matter experts in negotiating terms that may commit University resources, support or personnel, if approved. Assures agreed upon language fully addresses the obligations and responsibilities of both organizations, and coordinates with all affected officials to ensure that all eventualities are considered, including long term impacts on resources, space, other research projects, budget, personnel, etc.
- Facilitates the exchange of information and manages the collaborative process with senior level University representatives and points of contact with varying levels of seniority at partner agencies. Produces high quality drafts including Memorandum of Understanding (MOU), Memorandum of Agreement (MOA), Interagency Agreements (IAA), Training Affiliation Agreements (TAA), Service Level Agreements (SLA)), Amendments, annual/ mid-term reviews, and others as determined. Utilizes shared Google workspace to prepare Agreements for review, and manages the review process from end-to-end to obtain approvals from both USU and partner organizations. Drafts all correspondence pertaining to assigned agreements and communicates with a diverse group of medical, research and education professionals. Gathers appropriate information and develops reports in response to the Agreements Supervisor. Serves as the University's primary point of contact for assigned Agreements, and works closely with multiple USU Schools/Departments/Centers, the Office General Counsel, the Office of the Chief Information Officer, Privacy Office, students, the military medical community, and partner organizations to ensure that all legal and other requirements are met and understood by all parties to the agreement, and compliant with USU policy and directives.
- Manages all agreement requests assigned by the Agreements Supervisor. Utilizes and maintains shared Tracker and Database of agreements, and prepares reports from the database as required/requested by senior officials. Responsible for drafting Agreements, administrative and technical evaluations, and managing the clerical processing of Agreements with other participating organizations. Maintains familiarity with, and adheres to, Agreements SOPs, related DoD legislation and statute authorities, and higher level directives.
- Superior organizational skills, exacting attention to detail, and high-quality work standards required.
- Excellent analytical and organizational, interpersonal, oral and written communication skills and ability to interact creatively and harmoniously with coworkers and inventors essential.
- Ability to work independently, experience with database software and internet searching, demonstrated skills in handling multiple tasks simultaneously, and ability to complete projects in a timely manner are also required.
- Technical aptitude and experience understanding complex biological and medical technologies preferred.
- Ability to function in a fast-paced team environment.
- Lifting: Requires lifting materials up to 10 lbs.
- Ability to stand or sit at a computer for prolonged periods.
Qualifications
- This position will take place in an office setting.
- Bachelor’s Degree in Biomedical sciences or related discipline required.
- Minimum of 3-5 years of experience required.
