This position plans and coordinates engineering activities related to future development, major projects, major maintenance and repair of buildings, facilities, equipment, and grounds, water and waste management treatment, environmental compliance, and Federal and State grants for SARAA which includes Harrisburg International Airport, a commercial service small hub airport that serves approximately 1.4 million passengers annually, as well as Capital City, Gettysburg Regional and Franklin County Regional General Aviation Airports.

ESSENTIAL DUTIES AND RESPONSIBLITES:

  • Assist with the engineering design, competitive bid process, and contracting for construction and maintenance activities and improvements.
  • Oversee contractor performance.
  • Assist with ADIP survey work, plan/permit preparation, report writing and research.
  • Coordinate major maintenance and repair of facilities based on schedules or in response to issues.
  • Coordinate federal and state grant process for eligible airport improvements.
  • Complete grant application requests and administer the grant process from application to closeout.
  • Serve as a SARAA Engineering representative to internal, regional, local and planning taskforces
  • Prepare planning documents for submission to FAA, BOA and other agencies to include annual Federal Airport Capital Improvement Program (ACIP) and State Joint Airport Capital Improvement Program (JACIP).
  • Perform routine engineering support tasks as required.
  • Perform complementary customer service functions consistent with airport customer service standards.
  • Performs any other duty or assignment delegated by proper authority.

Education and Experience:

Bachelor’s degree (B.S.) in Civil Engineering or equivalent preferred, and a minimum of five year’s related experience and/or training; or equivalent combination of education and experience. Professional Engineer PE license and/or degree preferred.


Required Licenses, Certificates, Conditions:

A valid PA driver’s license with a good driving record or ability to obtain PA license within 30 days of hire date. Ability to pass a 10-year background and criminal investigation in order to be issued Airport Identification Badge.

Cognitive Tasks:

Ability to comprehend, retain, and follow oral and written instructions. Must exercise good judgment, work independently, make decisions, organize and maintain detailed information. Must effectively set priorities. Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Ability to solve problems and deal with a variety of concrete variable in situations without precedent. Ability to read and interpret documents such as safety rules, operating and maintenance instructions, blueprints and procedure manuals. Must be able to apply common sense principals and understanding required to independently with minimal supervision.


Physical Demands:

While performing the duties of this job, the employee is frequently required to stand, walk, sit, and use hands to finger, handle, and feel; reach with hands and arms; climb and balance; stoop, kneel, crouch, and crawl, talk and hear, taste and smell. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and ability to adjust focus, and must be able to distinguish full visual color spectrum. May be required to wear a respirator or other protective clothing in the performance of assigned tasks. Must be able to work around all type of insects. Requires working with hazardous materials.


Work Environment:

While performing essential functions of this job, the employee is frequently exposed to extreme outside weather conditions, fumes, and airborne particles. The employee is occasionally exposed to moving mechanical parts, working in precarious places, with risk of electrical shock and vibration. The noise level in the work environment is usually very loud.


Language and Communication Skills:

Must be able to read, write, and communicate effectively in the English language. Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquires or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors. Regularly communicates with supervisor, subordinate supervisors, co-workers, other departments, SARAA Board, FAA, PA BOA, state and local agencies, contractors, and consultants. Ability to establish effective working relationships with subordinates. Employee is expected to regularly communicate with managers, co-workers, FAA tower operators, other departments, contractors, and consultants. Uses ground and maintenance radio communication equipment, requiring correct terminology and ability to speak clearly and concisely.


Mathematical Skills:

Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.


Computer Skills:

Proficiency with MS365 Suite (i.e., Word, Excel, PowerPoint, SharePoint, Teams, etc.), ArcGIS, Blue Beam, AutoCAD including Civil 3D, FAA Design Software, proprietary and Agency web-based portals.
