The City of Phoenix Water Services Department, one of the nation’s largest potable water utilities, treats and delivers safe, reliable drinking water to 1.5 million customers across approximately 540 square miles. Phoenix Water Services also manages the sewer collection system and treats wastewater for 2.5 million residents in metropolitan Phoenix.

The Water Services Department is seeking an Asset Management Program Manager (Water Services Tech Support Coordinator) with well-developed interpersonal skills and the ability to communicate well at all levels both within and outside the organization. The Asset Management Program Manager is responsible for coordinating strategic asset management practices across the Water Services Department with the goal of minimizing asset life cycle cost while maintaining required department levels of service. The position will work closely with Information Technology (IT) staff to prioritize IT resources in alignment with strategic asset management objectives. Accomplishing these objectives allows the department to make business decisions based on accurate data analytics for maintenance work improvement and capital improvement program planning to optimize asset life cycle cost. The Asset Management Program Manager will oversee a team of eleven staff and will report to a Deputy Water Services Director.

IDEAL CANDIDATE


Knowledge of the following:

  • System configuration in Computer Maintenance Management System (CMMS), Geographical Information System (GIS), Business Intelligence (BI), and data analytics.
  • The design and construction of water treatment and distribution, wastewater collection and treatment.
  • Principles and practices of financial reporting.
  • Utility Asset management standards, policy, and best practices

Ability and skill to:

  • Perform asset condition assessment and its impact on asset end of life.
  • Perform data collection and data management.
  • Implement process improvement.
  • Manage, operate, and maintain water and wastewater system and facilities.
  • Prepare well-written reports and delivers effective presentations to management.
  • Resolve conflicts among staff when necessary.
  • Analyze large data.

SALARY


$78,561.60 - $119,267.20 annually. Candidates may be hired up to $119,267.20 depending upon qualifications.

MINIMUM QUALIFICATIONS

  • Five years of responsible experience in water systems civil technology, cartography, utility records, geographical information systems, and computer aided drafting and design systems and asset management;
  • Including two years supervisory experience.
  • Bachelor's degree in business administration, engineering, or a related field.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.

Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

PREFERRED QUALIFICATIONS


The minimum qualifications listed above, plus:

  • Experience performing technical support functions for an enterprise work and asset management application like Oracle WAM, GIS, or similar.
  • Experience operating, maintaining, or performing condition assessments of water and wastewater utility assets.
  • Experience developing utility asset management business processes and best practices.
  • Experience managing engineering projects for water and wastewater utilities.
  • Experience working in business intelligence and data analytics.
