Minimum Qualifications:
Bachelors Degree in Public Administration, Business Administration or a related field required; Masters; supplemented by five years of progressively responsible experience in government or private sector, executive-level management to include lead or supervisory experience and seven years of experience in the field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Must possess and maintain a valid Georgia driver's license.

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

Example of Duties

Purpose of Classification:
The purpose of this classification is to provide assistance to the COO, provide executive leadership and help with oversight of , oversight and guidance to the department heads under the COO and other Fulton County management staff.

Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Supervises, directs, and evaluates assigned staff as directed by COO: develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.

Leads the County's Customer Service initiative; overseas contracts with outside vendors that are assisting with Customer Service; makes plans and implements customer service initiatives across the county; Works directly with Department Heads throughout the County to help create a culture of excellence in Customer Service.
Assist with the development and tracking of all strategic development initiatives under the responsibility of the COO; work directly with Department Heads to insure that the correct measures are being used; work directly with Department Heads to ensure that the goals set out in the performance plans are timely reported; work directly with Department Heads to determined the cause of goals not being reached and report back to the COO; Directs strategic planning: meets, discusses and accesses progress in meeting goals with Department Heads; conducts work sessions and focus groups to foster a strategic planning environment; implements pilot programs to test new strategies.

Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates the direct reports of the COO have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate; increases efficiency by developing and implementing new programs; makes recommendations after analyzing market trends and operational and fiscal programs that affect governmental operations; oversee programs assigned to the Chief Operating Officer.

Directs strategic planning: meets, discusses and accesses progress in meeting goals with Department Heads; conducts work sessions and focus groups to foster a strategic planning environment; implements pilot programs to test new strategies.
Promotes coordination between intra-government and inter-government agencies in order to enhance collaboration and effectiveness through a variety of projects; creates, implements, supervises and oversees completion of projects in a timely manner.
Performs budget administration as needed on projects assigned; works closely with Department Heads on budget priorities, staffing and funding levels; : oversees departmental budget priorities, staffing and funding levels across multiple funds; creates and implements cost saving strategiesworks in collaboration with excutive leadership to identify cost saving and value added solutions that benefit both the employees and citizens of Fulton County; conducts budget information meetings at the department level; performs periodic forecasts of revenues and expenditures; creates and reviews major financial reports.

Manages programs: increases efficiency by developing and implementing new programs; makes recommendations after analyzing market trends and operational and fiscal programs; oversees programs assigned to the Chief Operating Officer.
Engages community and employee involvement: prepares presentations and meeting agendas; attends and speaks at community meetings and ground breakings, and other government events. Represents the COO at various meetings and speaking engagements.

Oversees and provides leadership to management: directs implementation of training, strategic and business planning, performance measurement and other project and programs; manages quarterly reporting on business plans and performance indicators.

Additional Functions:

Performs other related duties as required. Serves as a key member of the County's internal transition team for the new City of South Fulton; Works closely with all affected offices in regards to budget, assets and staffing related to the Transition; Provides the assistance to the new Cityof South Fulton during the two years transition period.

Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.

Verbal Aptitude: Requires the ability to utilize consulting and advisory data and information, as well as reference, descriptive and/or design data and information as applicable.

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations involving basic algebraic principles and formulas, and basic geometric principles and calculations.

Functional Reasoning: Requires the ability to apply principles of logical or synthesis functions; to deal with several concrete and abstract variables; and to analyze major problems that require complex planning for interrelated activities that can span one or several work units.

Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving broader aspects of organizational programs and operations, moderately unstable situations, or the direction, control and planning of an entire program or set of programs.
