This position is a 13-month term appointment and can be extended up to four years but cannot exceed the termination date and is subject to funding availability.

This position is located at the District of Columbia's Office of the Inspector General (OIG), Audit Unit. The OIG is responsible for conducting independent financial and performance audits, inspections, evaluations, and investigations of the District of Columbia government programs and operations.

This position will directly support the OIG's oversight of the District of Columbia's $3.3 billion in Coronavirus Aid, Relief, and Economic Security Act (CARES) and the American Rescue Plan Act (ARPA) Congressional appropriations. CARES and ARPA funds are available through Fiscal Year 2024.

Duties and Responsibilities

Directs and applies audit sampling techniques, analyzes internal controls within the scope of audit objectives, examines financial records, procedures, and administrative controls to ensure compliance with applicable laws, regulations, and policies of programs.

Prepares clears, convincing, organized audit reports to provide information on program operations and to identify causes of deficiencies or problems.

Recommends corrective actions to promote economy, efficiency, effectiveness, and accountability and addresses the root causes of deficiencies.

Develops audit approaches to evaluate a variety of programs.

Develop specific objectives and devise new methods, techniques, and criteria pertaining to developing solutions and presenting findings.

Analyzes and interprets legislation, regulations, agency policies and other relevant criteria used in the evaluation of agency activities, and programs. Interpret available guidance for auditors at the same or subordinate levels.

Ensures audit production progress, work confirms with quality control standards, and audit steps efficiently use time and resources.

Informs the Supervisor Auditor of the inability to meet key budget and program deadlines, to include providing recommendations to address impediments.

Reviews working papers and draft audit reports, ensuring policy conformance, clear facts, and logical conclusions that are adequately supported.

The incumbent will conduct and lead assessments of District agencies, offices, and programs to review the thoroughness and effectiveness of the policies, procedures, and operations pertaining to these entities' receipt and use of CARES and/or ARPA funds and determine whether the entities receiving such funds have internal controls in place that appear adequate to safeguard CARES and ARPA funds and identify/mitigate risks to the District.

Performs other related duties as assigned

Qualifications and Education

Degree: accounting, auditing, or a degree, including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

Experience working on comprehensive projects involving complex issues of fraud, waste, and abuse within a complex governmental system.

Knowledge of the American Rescue Plan Act Guiding Principles and U.S. Department of Treasury Grant-funding Regulations.

Experience planning and conducting financial research and analysis

Experience analyzing legislation and policies, both local and federal, to recommend and implement improvements.

Experience with forensic auditing

Experience evaluating procurement activities, regulations, principles and techniques

The work is performed in an office environment. The work area is adequately lighted, heated, and ventilated.
