The Leidos Defense Group currently has an opening for a Business Systems Analyst to work remotely supporting our team in Mechanicsburg, PA. This is an excellent opportunity to utilize your experience and expertise to support our Defense Property Accountability System (DPAS) mission. This role will directly assist the Assistant Secretary of the Army with effectively managing and accounting for their newly acquisitioned property while ensuring audit readiness to support the Federal Improvement and Audit Readiness (FIAR) guidance. This will include providing analytical support and logistics subject matter expertise for supply and property accountability initiatives within the ASA ALT community. This analysis will be used to develop reports and briefs to keep senior leaders apprised of resource requirements, progress, and challenges. utilizing Defense Property Accountability System (DPAS). Additionally, we will develop processes and inventory schedules covering complete cradle-to-grave supply chain management for equipment and materiel from purchase to disposal. This position will provide operational DPAS support and business process analysis to all system transactions necessary to maintain accurate inventory records.

Primary Responsibilities

The Business Analyst (BA) identifies the functional requirements, and then documents/designs the IT solution to integrate the desired feature(s). The BA’s designs provide new capabilities or are used as the basis for modifying existing capabilities due to changes in customer requirements or changes in policies / regulations.

  • Provides subject matter expertise and recommend process improvement ASA(ALT) in regard to adherence with audit readiness guidance.

  • Assist in planning, reviewing, analyzing, developing, and delivering a wide spectrum of life cycle policy using legacy and future logistics information technology systems for support equipment and materiel.

  • Reviews Inspector General and other audit agency reports. Provides recommendations to resolve identified policy gaps and interface with other Services and Partners to leverage joint solutions, policies, and best practices.

  • Attends DoD policy working groups providing input and consultation to Under Secretary of Defense (OUSD) regarding accountability and management of DoD property and equipment.

Additional Duties may include (But not limited to):

  • Evaluate and analyze written reports in support of Accountability Policy – Business process and assist in preparation of the ASA ALT DASA(S) position responses.

  • Support site visits to Army or other DoD locations to execute detailed coordination, knowledge transfer, limited testing, proof of principle, and hands-on support for various high-priority efforts.

  • Manage requirements for the All Things Audit Initial Receipt process, responsible to evaluate, review and approve solutions designed to improve property visibility and accountability. Assist in the revision of processes and procedures, as well as close data gaps that relate to property visibility, traceability, fielding and accountability.

  • Manage the initial receipt integrated project plan and ensure timeframes are being met.

  • Develop APSR checklists/user guides for the initial receipts process for the PEO community.

  • Develop APSR metrics and monitor to ensure the accountability, visibility, and management of the Army’s standard equipment and Non-Standard Equipment (NS–E) throughout the equipping life cycle.

  • Provide support to the DASA (S) at the weekly, monthly, and quarterly meetings including, but not limited to, Business Mission Area Champion (BMAC), Integrated Product Team (IPT) meetings; All Thing Audit events/synchronization.

  • Coordinate stakeholder Organization Change Impact (OCI) meetings that conduct policy analysis to identify policy gaps and provide recommendations to update policy based on APSR capabilities focus on improving capital asset accountability.

  • Develop a global communication strategy on audit requirements to disseminate information and education across a variety of media to the PEO Community supporting the Army’s goal to achieve a clean audit.

Basic Qualifications

  • Bachelors’ Degree with 8 or more years Project, Logistics, or Supply Chain Management experience. Additional experience, training, and/or certifications may be considered in lieu of degree requirement.

  • US Citizen; Currently possessing or ability to successfully obtain and maintain a Secret Clearance upon hire.

  • Comprehensive understanding of property management and logistics management policies, procedures, practices, and concepts affecting mission support operations at various levels of command throughout the DoD.

  • FIAR expert. Broad understanding of FIAR principles with emphasis on Key Supporting Documents (KSD) requirements, valuation and depreciation of Chief Financial Officer identified property.

  • Thorough and comprehensive knowledge of Army and Joint policies, principles and/or directives. Extensive interpretation of these broad guides is required to refine or develop specific guidelines and procedures.

  • Possess understanding and ability to draft staff package documentation for coordination on new or revised DoD, Joint Staff, or Program Office

  • DPAS experience

  • Service or Agency staff-level experience.

Pay Range:

Pay Range $84,500.00 - $130,000.00 - $175,500.00
