Baltimore County Department of Economic and Workforce Development has an immediate opening for a Small Business Resource Manager responsible for engaging and providing assistance directly with the County’s startups, small businesses and entrepreneurs.

This is an exciting opportunity to help grow Baltimore County’s local economy by developing new business development initiatives, identifying the needs of our start-ups and entrepreneurs, and creating innovative strategies to meet the needs of our diverse economy.

Applicants should have an interest in growing local businesses, enthusiastic about implementing innovative strategies, and establishing long-lasting relationships with Baltimore County businesses and resource partners.

Job Purpose


Under the direction of the Senior Manager, the Business Resource Counselor (functional title: Manager, Small Business Development) facilitates business growth, expansion, and job creation with Baltimore County’s current and potential small businesses with the goal of enhancing both the County’s employment and tax base growth.
Essential Job Duties
  • Meet with Baltimore County’s current and potential small businesses, identify their needs and facilitate the company’s access to County and state programs and resources.
  • Coordinate internal and external partners and resources to accomplish the small businesses’ needs.
  • Counsel current and potential small businesses in the areas of start-up business information, business planning, financial planning, loan packaging, marketing and business certifications.
  • Meet, network and build relationships with key small businesses and closely monitor their projects in accordance with the department’s strategic goals.
  • Utilize and coordinate County and state business assistance programs, including financial incentives and have a thorough understanding statistics and knowledge of regional assets.
  • Partner with the workforce team to promote recruitment and job training opportunities.
  • Market Baltimore County assets and resources to small businesses, including those seeking new locations.
  • Provide advice and counsel to the Senior Manager and Director as requested; assist in identifying goals and objectives and evaluate the utilization of economic development resources, making recommendations on same.
  • Represent the Senior Manager or management at events, functions or meetings and act as agency liaison with other agencies, organizations and groups.
  • Participate and periodically give presentations in community meetings, roundtables, public events, and official ceremonies.
  • Maintain all project and company data the client management system and ensure that it is current and complete.

Qualifications

Graduation from college or university with a minimum of a bachelor’s degree.
Plus
At least 5 years of economic development experience, preferably in small business development.

Knowledge, Skills and Abilities
  • Working knowledge of small business practices, procedures and processes as well as business assistance programs.
  • Knowledge of potential sources of information regarding small business expansion; ability to analyze technical and statistical information and effectively present it clearly and concisely.
  • General familiarity with the real estate development, permitting process, transportation and utilities infrastructure practices and processes.
  • Strong presentation skills before small and large audiences.
  • Ability to manage multiple tasks and priorities.
  • Operational skills with Microsoft Office and client management systems.
Proof of Degree Equivalency
Applicants who have obtained a degree from outside the United States of America are required to submit degree equivalence documentation from World Education Services, Inc. ( www.WES.org )

The work of this classification is essentially sedentary, but may involve occasional walking, other limited physical activity and occasional travel between work sites using personal vehicle.

Medical Examination and Employment Background Investigation
Applicants selected for an appointment to a position in Baltimore County must successfully complete a physical examination and drug screen and an employment background investigation, including, but not limited to a criminal background, education, driver's license and fingerprint check.

Flexible Spending Accounts

Life Insurance
In order to qualify for life insurance benefits, part-time employees must be scheduled for four (4) full work days plus two (2) hours each week.

Employees may elect basic term life insurance for themselves equal to one time the employee's annual salary, rounded to the next higher $1,000. Employees contribute a portion of the premium through monthly payroll deductions. The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000.

Retirement
Employees are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.

Paid Leave
Sick Leave - Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement.

Vacation Leave - Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.

Holidays - Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.
