Job Duties

The Virginia Department of Education (DOE), Office of Procurement, is seeking a highly motivated and experienced professional to ensure compliance with the Virginia Public Procurement Act (VPPA), the Agency Procurement and Surplus Property (APSPM), VITAs Buy-It Manual and the Vendors Manual as they apply to agency-wide purchases. More specifically, the position will be one of two part time buyers assigned to take action on procurement requests up to and including $100,000. This position is a part-time position working approximately 29 hours per week.

Minimum Qualifications

• Basic knowledge of the VPPA, APSPM, VITAs Buy-It Manual, and the Vendor’s Manual
• Knowledge of Governor’s EO’s regarding small business utilization
• Usage of mandatory sources, mandatory/optional use state contracts
• Understanding of how to determine best procurement method for small purchases, sole sources, and complex informal and formal procurements
• Understanding of small purchase charge card usage

Preferred Qualifications:

• Knowledge of eVA system
