HOURS OF WORK : 9:00 am - 5:30 pm (7 1/2 hours/day)

This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

The incumbent directs a unit that focuses on timely detection of, and countermeasures to, weapons of mass destruction (WMD) in order to deter attacks and mitigate the aftermath. This position oversees a cross-functional operational MTA team that supports this function.

RESPONSIBILITIES:

• 
  Administration of all agencies’ WMD-HazMat Response Team including preparation of unit's budget for equipment and training; maintenance of team's monitoring and personal protective equipment (PPE) as well as the associated databases.
• 
  Respond to suspected WMD-HazMat incidents (HAZWOPER training will be required). Conduct WMD-HazMat Response Team's training (e.g., to HAZWOPER technician level) pertaining to chemical, biological and radiological (CBR) WMD.
• 
  Support of WMD environmental monitoring programs by being on call to adjudicate system alarms and advise security personnel on response.
• 
  Ensuring compliance with the Chemical Facility Anti-Terrorism Standard (CFATS), which is a federally mandated program under DHS. Monitors MTA’s chemical inventory for susceptibility to theft and sabotage.
• 
  Assist in the development of suitable on-site test bed(s) for the evaluation of evolving detection technology with DHS and other external agencies.
• 
  Prepare and participate in interagency exercises as well as those with external agencies. May lead MTA related exercises in the absence of the Director.
• 
  Other duties as assigned.

EDUCATION AND EXPERIENCE:

REQUIRED:

• 
  Bachelor’s degree in Environmental Science, Industrial Hygiene, Engineering, Chemical, Biological or Physical Sciences, Statistics, Mathematics, Safety management or a related field or an equivalent combination of education from an accredited college and experience may be considered in lieu of a degree.
• 
  Minimum 5 years related experience.

PREFERRED:

• 
  Master’s degree in a related field.
• 
  At least 3 years in a managerial and/or leadership role.
• 
  CDL license or willingness to attain.
• 
  Prior experience working in an emergency response department or organization.
• 
  Prior experience working in a large, multi-faceted, fast-paced organization or governmental body.
• 
  Attainment of or in the process of attaining HAZWOPER certification.
• 
  Familiarity with the MTA’s policies and procedures.
