Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.
Under the direction of the CES Matching and Housing Supervisor, and an integral partnership with the Adult Coordinated Entry System (CES) Senior Manager and other members of the CES division, the CES Countywide Matcher (Matcher) facilitates the effective and efficient matching of permanent housing resources through CES to all populations in the county. The CES Matcher supports the coordination and alignment of new and existing resources into the CES for all populations. The Matcher represents LAHSA and its investment in CES and is an advocate for system coordination.

Essential Job Functions

  • Facilitate the countywide matching of resources to all populations in the county, using identified strategies for equitable allocation.
  • Work collaboratively with CES SPA Leads/Coordinators and CES Matchers to match resources.
  • Clearly communicate information on permanent supportive housing opportunities including eligibility criteria information for housing resources.
  • Work with DMH, DHS, housing authorities, and permanent supportive housing providers to provide oversight of permanent housing matches/referrals and attached supportive services.
  • Provide capacity building and technical assistance to CES SPA Leads/Coordinators and CES Matchers to facilitate successful countywide matching.
  • Facilitate housing process discussions to improve system effectiveness and plans to execute solutions to housing barriers.
  • Facilitate regular formal and informal feedback on CES countywide matching process. Identify opportunities for improvement and implement solutions.
  • Organize meetings among service providers and stakeholders to facilitate countywide matching processes.
  • Assist in program design and adaptation of services models; adapt fidelity models for services to meet the unique needs of homeless individuals and families in Los Angeles County.
  • Support for all elements of the Coordinated Entry System, as directed by supervisor.

Knowledge, Skills & Abilities

  • Knowledge of homeless populations, systems and programs, including federal policy and program guidelines for CES.
  • Knowledge of complex, public systems of care for homeless populations, including mainstream resources.
  • Knowledge of relevant research on homelessness and evidence based practices for homeless systems and interventions.
  • Knowledge of the housing resources, subsidies, and requirements. Knowledge of ADA a plus.
  • Experience with systems change including policy development and implementation.
  • Ability to establish effective relationships and work cooperatively with individuals, groups and organizations diverse in mission, composition, function, capacity and geographic location.
  • Ability to effectively facilitate productive discussion among diverse stakeholder groups
  • Ability to quickly grasp concepts and apply them to solve complex social problems.
  • Ability to articulate and strategically pursue new ideas to improve homeless systems.
  • Ability to think critically and pay attention to detail.
  • Strong written, verbal and presentation communication skills. Ability to communicate and present clearly and simply.
  • Strong time management skills and the ability to prioritize deliverable. Responsive to deadlines. Ability to adapt rapidly in response to changing information or needs.
  • Demonstrated organizational skills and proven ability to work independently and manage multiple projects and priorities within a multidisciplinary team environment.

Training & Experience

  • Proven professional experience and educational background.
  • Term: Full-time, Non-Exempt, Temporary ending June 2024. A continuation of employment contingent upon funding availability.

This requirement is in response to the public health emergency and is intended to reduce the spread of COVID-19 among LAHSA employees, our stakeholders and those we serve – it will remain in effect for the duration of the public health emergency.
  • Employees may apply for an exemption if they cannot be vaccinated due to complicating medical conditions or sincerely held religious beliefs. If the exemption is approved, then the employees will be subject to weekly COVID-19 testing.

Pay: $64,272.00 - $81,305.46 per year
