Position Summary:

The university is seeking 2 dynamic team members to fill the positions of Title IX and Civil Rights Investigators.

Duties:

10• Participate in collaborative meetings on campus, role modeling the values that encompass a culture of respect. • Provide weekly status updates on investigations to the Title IX Coordinator or designee. • Participate in regular case management team meetings. • Evaluate and advise on potential risk exposure associated with complaints investigated.Essential
10TRAINING AND OUTREACH: May occasionally assist with developing training content, present trainings, and participate in outreach activities in collaboration with a variety of on and off-campus partners in areas related to all forms of discrimination.Essential
80INVESTIGATION/ REPORT WRITING: • Develop an investigative plan with timelines. • Engage in informal resolution in coordination with Dean of Students and University of Alaska Human Resources if allegations do not rise to the level of discrimination or harassment violations. • Investigate cases that rise to the level of discrimination, discriminatory harassment, and sexual and gender-based misconduct, including sexual violence (sexual assault, dating and domestic violence, and stalking). Cases must be investigated in a timely manner. • Investigations will minimally include: identifying and interviewing affected parties and witnesses, gathering and analyzing relevant documentation, and maintaining detailed accurate records and notes. • Compose comprehensive written investigative reports that clearly identify the issues investigated, summarize the evidence found, including information gathered from interviews conducted during the investigatory process, analyze the matter within a legal framework, apply relevant laws, policies and procedures and make findings and recommendations. • Continuously identify and integrate best practices in Title IX and other EO discrimination investigations by staying current with recent changes/guidance; investigative techniques, including trauma-informed interviewing and approaches; and cultural sensitivity. • Responsible for keeping thorough, accurate, and comprehensive records related to all assigned case investigations. • Maintain a high level of privacy and confidentiality.Essential

The Title IX and Civil Rights Investigator examines complaints of discrimination, discriminatory harassment, and sexual and gender-based misconduct including sexual harassment, sexual violence (sexual assault, domestic and dating violence, stalking), utilizing a trauma informed approach. The Investigator acts as a neutral third party throughout all aspects of the investigation process and ensures a well-documented, prompt, fair, and impartial process. This position will work closely with the Dean of Students Office, Office of Human Resources, Residence Life, University Police Department and other offices as necessary.

Knowledge, Skills, Abilities:
  • Working knowledge of legislation and regulatory compliance related to discrimination, discriminatory harassment, and sexual and gender-based misconduct, including Title VII of the Civil Rights Act of 1964 and Title IX of the Education Amendments of 1972, the Clery Act, the Violence Against Women Reauthorization Act of 2013, Campus SAVE Act and their application to the university community.

  • Excellent critical thinking skills and demonstrated ability to accurately analyze and apply legal and policy standards to specific factual situations.

  • Demonstrated ability to write analytical and legally framed investigation reports.

  • Ability to prioritize and organize work effectively, manage multiple high priorities and deadlines, and maintain detailed records.

  • Cultural competence and sensitivity to the concerns and needs of diverse groups.

  • Ability to conduct effective interviews and investigations within a culturally sensitive environment with a trauma-informed approach.

  • Strong interpersonal skills with the ability to remain neutral in a highly emotional environment.

  • Ability to work effectively as a member of the team.

  • Ability to calmly and efficiently manage complex, extremely sensitive issues with professionalism in a highly complex organization, and with an understanding of the privacy and confidentiality parameters of those issues.

  • Ability and willingness to periodically travel and work evenings and weekends as duties require.

  • Computer proficiency including MS Excel and Word.

  • Preferred Experience & Education:
    • Experience conducting interviews, investigations and documenting the facts obtained in those
    interactions for reports.
    • Experience with the application of regulations and/or state and federal laws.
    • Writing experience and research skills for completing reports.

    Preferred Experience:
    • Experience in student conduct or an office of discrimination and harassment.
    • Demonstrated advanced analytical writing experience and research skills for writing reports.
    • Investigative experience in civil rights or Title IX within the education, employment, and/or law
    enforcement field with a record of successfully preparing reports for civil rights or Title IX investigations.

    Required Experience & Education:

    Bachelor's degree or an equivalent combination of training and experience. A preference will be given to individuals that hold a J.D. or have three years or more investigative experience to include analytical investigative report writing.



    Salary Information:

    This is a full-time, 11-month, exempt staff position complete with both a competitive salary and full employee benefits package. New hires will be placed on the UA staff salary schedule, Grade 79, based on education and experience.
