Description

Inspect private and public property for compliance with zoning, nuisance codes, ordinances and regulations.

Essential Job Duties

The following duties are normal for this position. However, they are not to be construed as exclusive or all–inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may also be required or assigned.

Building Inspection:


  • Inspect public properties for illegal dumping/camping. Coordinates with Durango Police Department and Durango Parks & Recreation Department for compliance and clean-up.
  • Schedules and inspects private property inspections form complaints received.
  • Conducts zoning inspections for businesses submitting business, liquor and marijuana license applications.
  • Assists with traffic control at incident scenes, utilizing safe traffic control practices.
  • Responds to hazard calls involving domestic and wild animals.
  • Attend and participate in meetings; stay informed of new laws and changing developments in building inspection.
City Organization Duties and Responsibilities:
  • Represent the Department and City to other City staff and members of the public.
  • Provide quality customer service to individuals needing directions or assistance.

Fiscal Responsibilities: Incumbent has authority to make purchases up to a spending limit as approved by supervisor.

Supervisory Relationships: Works under general supervision of the Police Community Outreach Sergeant. Work is checked for accuracy, quality and adherence to instructions. Employee may need to occasionally choose from defined alternatives to resolve problem but consults with supervisor on matters not covered in the original instructions or by guidelines.

JOB QUALIFICATIONS – KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of:
  • City ordinances and regulations related to building, housing, zoning and nuisance requirements.
  • Building trades, including plumbing, carpentry and mechanical.
  • Pertinent State and local laws, codes and regulations relating to municipal codes.
  • Operational characteristics, services, and activities of a code enforcement program.
  • Methods and techniques of conflict resolution.
  • Record keeping methods and techniques.
  • Public relations principles and techniques used to diffuse difficult situations and aid the public
  • Occupational hazards and standard safety practices.
Skill in:
  • Interpreting and enforcing applicable City codes, ordinances and regulations related to zoning and nuisance issues.
  • Operation of small equipment, hand tools and personal computer.
  • Preparing clear and concise reports.
  • Communicating clearly and concisely, both orally and in writing.
  • Using and operating motorized vehicle.
  • Using and operating a computer including specialized software.
  • Accurate data entry and correspondence preparation.
  • Safely managing traffic around accident and other emergency scenes.
Ability to:
  • Enforce proper zoning, nuisance, health and safety requirements.
  • Learn local geography and street locations.
  • Respond to requests and inquiries from the general public.
  • Work independently in the absence of supervision
  • Understand and follow oral and written instructions.
  • Interact in a positive manner with staff and the public.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Use efficient learning techniques to acquire and apply new knowledge and skills, using training, feedback, or other opportunities for self-learning and development.
  • Work the allocated hours of the position.

Work Environment: Work is performed in office and outdoor settings including travel from site to site, exposure to noise, dust fumes, gases and inclement weather conditions. Occasionally required to work in and around moving traffic.

Physical and Mental Requirements/Activities:
  • This work requires exertion of up to 75 pounds of force and lifting up to 50 pounds. Work requires significant amount of walking throughout the day, frequently requires standing, speaking or hearing, using hands to finger, handle or feel and requires stooping, kneeling, crouching or crawling and reaching with hands and arms.
  • Specific vision abilities required by this job include close, distance and peripheral vision, depth perception, and the ability to adjust focus.
  • Vocal communication and normal hearing are required for expressing or exchanging ideas by means of the spoken word.
  • Acceptable verbal and conversation skills to effectively communicate with others via the phone, at meetings and to greet and assist visitors.
  • Frequent use of hand tools and equipment.
  • Ability to recognize occupational hazards in work activities and take safety precautions.
  • Maintain mental capacity which allows the capability of making sound decisions and following directions.

Minimum Qualifications

Minimum Education and Certification: Equivalent to completion of High School or GED.
Minimum Experience: Two (2) year of experience in code enforcement and two years of construction experience, or a combination of education and experience which provides the required knowledge, skills and abilities to perform the position duties and responsibilities.
Certification: Must obtain traffic control supervisor and storm water management certifications.
