JOB DESCRIPTION
Job Title: Federal Programs Compliance Coordinator
Exemption Status/Test: Exempt/Administrative
Reports to: Executive Director of Special Services Date Revised: May 2022
Dept./School: Special Services
Primary Purpose:
Coordinate the district federal/special programs. Collaborate with district staff and outside personnel to formulate, develop, implement, and evaluate federal/special programs.
Qualifications:
Education/Certification:
Bachelor’s degree
Valid Texas teaching certificate in Special Education
Master’s Degree in Educational Leadership or associated field, preferred
Administrator Certification, preferred
Special Knowledge/Skills:
Knowledge of federal, state, local and district laws, policies and procedures related to federal programs
Current principles and practices of supervision and evaluations
Demonstrated oral and written communication skills related to curriculum, instruction, staff development, and intervention processes
Ability to interpret data
Strong organizational, communication, and interpersonal skills
Experience:
Two years leadership experience at campus or district level
Facilitating professional development, coaching and mentoring preferred
Experience working with students with dyslexia and related disorders and/or facilitating Section 504/ARD meetings, preferred
Experience in managing SHARS billing protocols, preferred
Major Responsibilities and Duties:
Program Management
1. Participate in the evaluation all federal legislation, projects, and programs for grant, entitlement, and allocation opportunities relevant to the needs of the district and make recommendations regarding participation.
2. Participate in the drafting of project proposals and reports, including the writing and development of program goals, objectives, and budget for federal/special funding of programs including preparing and submitting standard applications for federal funds to Texas Education Agency (TEA).
3. Oversee, coordinate and support federal program compliance on campuses across the district.
4. Serve as liaison between district and other agencies on joint projects.
5. Monitor federal programs and their expenditures to ensure compliance with regulations and guidelines and ensure that programs are cost effective and implemented with fidelity.
6. Advise designated administrator of the financial and administrative impact on the district of current and impending legislation.
7. Develop and implement a continuing evaluation of federal programs and implement changes based on the findings.
8. Develop, implement and conduct professional learning specific to federal program compliance needs.
9. Compile budget and cost estimates based on documented program needs.
Policy, Reports, and Law
10. Compile, maintain, and file all reports, records, and other documents required, including mandatory compliance reports to TEA.
11. Comply with policies established by federal and state law, State Board of Education rule, and the local board policy.
12. Keep informed of and comply with state, district, and federal policies related to federal program compliance.
13. Follow district safety protocols and emergency procedures.
Supervisory Responsibilities:
Supervise, evaluate, and recommend the hiring and firing of assigned staff.

Posture: Prolonged sitting; occasional bending/stooping, pushing/pulling, and twisting

Lifting: Occasional light lifting and carrying (less than 15 pounds)
Environment: Frequent districtwide travel; occasional statewide travel
Mental Demands: Work with frequent interruptions/deadlines and prolonged or irregular work hours; maintain emotional control under stress
