Job description
The Behavioral Health Administration (BHA) is a cabinet-level agency housed within the Colorado Department of Human Services. BHA executes the State’s federal responsibilities as the State Mental Health Authority and the Single State Substance Abuse Authority. BHA is responsible to administer, license, and regulate the provision of community-based public behavioral health system, specifically the substance use prevention, mental health promotion and early intervention, substance use disorder treatment, and mental health treatment services for the State of Colorado.
This position of Contracts and Procurement Coordinator, Criminal Justice Grants, is primarily dedicated to contract and procurement development, management and monitoring of the early intervention, deflection, and redirection from the criminal justice system grant program created in C.R.S. 27-60-401 et. seq
Summary of Job Duties:
- This position is the lead in the active development of contract management timelines and deadlines.
- This position independently develops contracts associated with grants/programs.
- This position is responsible for conducting procurement related activities including competitive procurements, grant specified procurements, sole source justifications, and interface with the CDHS contracts management office.
- This position is responsible for contract management activities that involve the Department of Personnel which include preparation of Certification of Personal Services Forms, statute analysis, cost analysis, etc.
- This position is a primary liaison between BHA and the CDHS Contract Management / Procurement Divisions, State Personnel, CDHS Accounting and is expected to inform the Contracts & Procurement Manager and other members of the unit of any changes in policy or business practices.
- This position is a primary business representative in facilitating BHA Community Programs procurement processes that may include Request for Proposals, Documented Quotes, Bids, sole source justification, bids, etc.
- Work with BHA to develop interagency letters of agreement and memorandums of understanding with partner departments, divisions, and community agencies related to the above-mentioned programs.
- Actively manages contract management deadlines.
- Coordination of all contractor correspondences including report tracking and updating of files.
- Assures BHA program compliance with federal grant requirements.
- Updates contract language to ensure State and Federal HIPAA (Health Insurance Portability & Accountability Act of 1996) compliance in all contractual activities.
- Monitor and validate compliance with fiscal and contractual requirements associated with federal 42 C.F.R. Part I.
- Engages, advises, and educates stakeholders/participants (e.g., Internal Staff, State agencies, community providers, and others) regarding contract language, timelines, finance or data reporting requirements, contract process and uses feedback to develop reporting procedures and provide system updates.
- Represents BHA in contract-related meetings and inter-agency conferences.
- Works in partnership with BHA Program Staff, Departmental Procurement Staff, and Departmental Contract Management staff to design procurement solicitations for BHA services, examples include Requests for Proposals, Documented Quotes, and Sole Source Justifications for services.
- Reviews contracts for Compliance with State statutes, Procurement rules/protocols, Departmental rules/protocols, State personnel rules and prepares any necessary documentation required for compliance.
- Actively participate in departmental, contractor and other stakeholder meetings regarding contract management. Provides contract monitoring to include but not limited to written reports, data analysis, on-site monitoring visits, telephone/email information monitoring.
- This position is responsible for assisting the unit and staff with changes in work volume.
- Other necessary duties as assigned to this area.
MINIMUM QUALIFICATIONS:
Education and Experience: Bachelor's degree from an accredited university
AND
Two (2) year(s) of professional experience in Finance/Accounting, Budgeting, Contract Creation and Monitoring, Grant Management, and/or Financial Reporting
Substitutions:
A combination of professional work experience, which provided the same kind, amount, and level of knowledge acquired in the required education, may be substituted on a year-for-year basis for the bachelor's degree. A graduate degree from an accredited college or university in a closely related field may be substituted for the bachelor's degree and one year of general experience.

Preferred Qualifications:
The following supplemental experience, competencies and abilities are highly desirable for this position and may be considered in selecting the successful candidate:
- 3 year(s) of professional experience in accounting, budget, contract creation and monitoring, procurement, and program administration, including familiarity with state and federal guidelines and programs
- Excellent writing skills so that information can be communicated clearly
- Understanding of federal and state fiscal rules and procurement policies
- Knowledge of programs administered by the Employment and Benefits Division
- Knowledge of federal program requirements including reporting, administration, and procurement guidelines
- Experience with the Colorado Operations Resource Engine (CORE)
- Experience with the County Fiscal Management System (CFMS)
- Experience successfully communicating both in verbal and written form to high level audiences
- Proven organizational skills
- Excellent computer skills with desktop and mobile office productivity applications, and general tools such as Microsoft products, Smartsheet, and Google Suite
- Ability to balance the needs and intent of the Federal and State guidelines with the needs of stakeholders
- Ability to creatively analyze and interpret information necessary to make decisions
- Computer literacy with advanced Microsoft Excel skills
Job Types: Full-time, Temporary
Pay: $53,484.00 - $65,880.00 per year
