Coordinate all landscape and pavement restoration needs for the Distribution Division. Analyze and develop restoration specifications, contracts, estimates of quantities, schedules, and bid documents to obtain services for pavement and landscape restoration projects. Award and administer contracts. Communicate and interact with staff members within the municipalities that WaterOne services to determine city requirements and boundaries of restoration as well as communicate and interact with restoration contractors, WaterOne staff, and WaterOne customers to determine boundaries of restoration. Perform quality assurance (QA) and quality control (QC) of restoration work. Reconcile vendor invoicing for accuracy with unit pricing and ensure timely processing.

Pay Range: From $77,800/year
Responsibilities:
- Coordinate with Distribution Departments to develop, organize, and maintain a list of areas requiring landscape and pavement restoration and the status of all restoration work including planning, prepping and completion timeframes, QA & QC, invoice received, and paid (closed).
- Analyze and develop restoration specifications, contracts, estimates of quantities, schedules, and bid documents to obtain services for landscape and pavement restoration. Create, update, award, administer, and maintain contracts with vendors who provide restoration services. Prepare and lead Request for Quotation (RFQ) process. Analyze bids and identify vendors who are the lowest, qualified, responsible, and responsive bidder.
- Meet with City personnel to agree on area and method of restoration for either/both landscape and pavement restoration. Restoration requirements could vary over the 18 different municipalities that WaterOne services.
- Meet with WaterOne staff, WaterOne customers, and/or restoration contractors (for both landscape and pavement) on-site to determine required restoration repairs. This position has authority to stop work, as needed, if work being completed is not meeting requirements. Coordinate any follow up repairs.
- Communicate with home/property owners on status of restoration repairs.
- Conduct inspection and document completion of restoration activities to assure compliance with City and WaterOne standards and completeness of restoration.
- Ensure invoice accuracy by cross-referencing contract specifications with work completed and invoiced amounts. Specifications include unit pricing for various restoration products and services with varied pricing based on quantities. Coordinate payment to contractors in a timely manner.
- Coordinate work between the Distribution Division and the Legal and Auditing Division staff regarding damage claims and support process as necessary.
Required Education, Skills & Experience
- Bachelor’s degree in Engineering Technology, Construction Management, Business or equivalent with a minimum of 2 years of experience in contract administration and creation OR Associate’s degree in Engineering Technology, Construction Management, Business or equivalent with a minimum of 5 years of experience in contract administration and creation.
- Proficiency in reading and interpreting engineering drawings.
- Proficiency in Microsoft Office suite of software with emphasis in Excel, Word and Outlook.
- Proficiency or ability to become proficient in the use of SAP, GIS, AIMS, and computer aided drafting.
- Excellent verbal and written communication skills. Must be a good listener.
- Intermediate to advanced mathematical skills for area, volume, and billing calculations.
- Ability to work on multiple projects concurrently.
- Ability to assimilate information from several sources to complete a project. Well organized, detail oriented, and able to set priorities.
- Ability to establish and maintain good working relationships and be team oriented with employees, the public, contractors, and City staff.
- Proactive approach to ensure progress is maintained throughout the restoration process with a commitment to excellence and a desire to see WaterOne meet its goal of high customer satisfaction. Ability to remain calm and maintain focus in crisis and/or emergency situations.
- Proven ability to exercise good judgment, does not yield to pressure to show bias, keeps promises and commitments, and is innovative with excellent problem solving and decision-making skills.
- Knowledge of water utility construction and issues affecting water utilities.
- Ability to maintain a positive attitude and to foster a high respect/high performance environment.
- Able to respond to occasional emergencies and higher demand, which may occur outside normal work hours.
- Must have a valid driver’s license and continuously meet WaterOne driving standards.
- Must pass post offer medical exam, including drug screen and background verification (may not apply to current employees).
Preferred Education, Skills & Experience
- Experience with the utility industry, ideally water.
- Construction management experience.
- Legal experience, ideally with utility related issues.
- Experience with enterprise resource planning software such as SAP and SharePoint.
- Bilingual.
Physical Requirements
While performing the duties of this job, the employee may occasionally lift/or move up to 50 pounds. The employee must be able to use a computer for multiple hours a day. The employee must be able to move occasionally from one location to another or be able to remain in a stationary position for up to several hours a day. The employee must be in possession of a licenses and be able to operate a vehicle at any given time. The employee must be able to occasionally position self to inspect or view field activities.
