Contracts Manager
Area Agency on Aging (AAoA)
Department of Human Services
Hourly Wage: $19.69/Regular/Full-Time
Responsible for contracts management of subcontracts with qualified providers. Includes State Plan and Waiver contracts under Long Term Services and Support. All contract management requirements set forth in Chapter 6 of the Policies and Procedures for AAoA operations and DSHS Management Bulletins.
Examples of Work Performed:
- Comply with DSHS AAA Policies and Procedures Manual, Chapter 6 to negotiate, extend and/or terminate contracts, both Medicaid and non-Medicaid.
- Contracts include home care agencies and COPES waivered services, including but not limited to client support training, community support, environmental modifications, home delivered meals, transportation and special medical equipment. Seeks out contract opportunities that will benefit clients.
- Perform contract monitoring as required by ALTSA, following established policies and procedures and established monitoring tool to remain in compliance with state, federal and tribal policies. Assists and coordinates the development of grants/contracts, modification, amendments, subcontracts and addendums of necessary changes or decisions as they relate to funding sources.
- Contract Manager will collect, review and maintain all necessary documents per P&P chapter 6 AAoA operations.
- Utilize the DSHS Electronic Agency Contracts Database (EACD) to access, produce and manage contracts and contract information pertaining to AAoA.
- Utilizes a web-based application (BCCU) to process Background Authorizations.
- Assist in Quality Assurance of Grants and Contracts used by Social Workers and State Family caregivers.
- Documenting phone messages for the department, ordering office supplies, organize supplies and program brochures, contract files, attend training and meeting relevant to the position.
- Works collaboratively with other AAoA staff to ensure clients are receiving appropriate assistance.
- Other duties as assigned.
Knowledge, Skills and Abilities:
- Knowledge of customer service techniques.
- Knowledge of contract language and contract monitoring.
- Knowledge of computer experience in data entry, Microsoft Word, and Access, Excel.
- Knowledge of drafting and reviewing contracts for execution of services to Elders.
- Ability to perform challenging contracting work and manage complex contract projects under tight deadlines.
- Ability to work with a variety of clientele and diverse populations.
- Ability to understand and apply federal, state, and Tribal policies, procedures and regulations to assignments.
- Ability to be organized and work in a team environment.
- Ability to travel within Washington State to attend trainings and QA reviews.
- Ability to utilize personal and laptop computers, telephone, copy and fax machines, calculator and Microsoft computers.
- Ability to comply with laws, codes, ordinances and regulations and Yakama Nation Tribal grants and contracts procedures.
- Ability to establish and maintain effective interpersonal relationships with Tribal, City and County officials at all organizational levels and with the public.
- Ability to communicate effectively both orally and in writing with Aging and Long-term Support Administration (ALTSA), government agencies, other professionals and the general public.
Minimum Requirements:
- Associates Degree in Business Administration or related field.
- Two years of experience in providing direct health and human services.
- Required to pass pre-employment drug test.
- Must complete a DSHS Background Inquiry Authorization (DSH 09-653). Appointment to position is subject to the results of the background inquiry.
- Six months of computer experience in data entry, Microsoft Word, and Access, Excel.
- Must possess a valid Washington State Driver's License with the ability to obtain a Yakama Nation Tribal Driving Permit.
- Enrolled Yakama Preference, but all qualified applicants are encouraged to apply.
Preferred Requirements:
- Bilingual in-Spanish/English in oral and written is preferred but not required.
- Experience in providing health and human services to older and disabled persons is preferred.
