Position Summary

The purpose of this position is to direct and supervise the Accounting Division and manage the accounting records and controls regarding the financial transactions in the Finance Department at the City of Farmers Branch.

Essential Job Functions

Manages the Accounting Division including Customer Service for Utilities. Supervises departmental staff, prepares performance reviews, and provides training for new processes. Establishes accounting systems and procedures. Prepares the Accounting Division's budget. Reviews new laws and accounting principles and applies to accounting system and records as appropriate. Makes debt service payments. Prepares annual unclaimed property reports. Responds to external customers and vendors who request intervention beyond the Customer Service Supervisor and/or Accounting Manager.

Coordinates the external audit. Prepares request for proposal to select external audit firm and serves as primary contact for auditors once selected. Assigns duties to staff to achieve timely completion of audit, reviews work, prepares schedules, and monitors account transactions. Writes disclosure information for financial statements for review by Director of Finance and City Manager. Reviews new laws, accounting principles and recommendations from auditors and implements new processes as necessary.

Provides assistance to other City departments and staff. Acts as Director of Finance and Purchasing Agent during absences. Assists departments with questions during budget processes. Assists departments with questions related to accounting processes or laws related to financial matters. Writes procedures for accounting manual and provide training to departments as necessary (cash handling, internal controls, etc.). Serves on investment committee. Assists with special projects as assigned.

Maintains the City's banking and merchant account relationships. Prepares request for proposals to select the City's depository bank and merchant account providers. Monitors costs and monthly statements for both. Reviews the bank reconciliation. Serves as one of four bank signatories. Performs other duties as necessary.

Education and Experience

Work requires specialized knowledge in a professional or technical field.

Bachelors degree from an accredited college or university in Finance, Accounting, or a similar field is required.

Masters degree from an accredited college or university in Finance, Accounting, or a similar field is preferred.

Three (3) to five (5) years of related experience is required. Experience in a municipal finance department is preferred.

Knowledge, Skills and Abilities

Work requires supervising and monitoring performance for a regular group of employees or department including providing input on hiring/disciplinary actions and work objectives/ effectiveness, performance evaluations, and realigning work as needed.

Final decisions regarding policy development and implementation are made and/or recommended. Interaction with others outside the organization requires exercising participative management skills that support team efforts and quality processes.

Normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary. Special projects are managed with little oversight and assignments may be reviewed upon completion. Performance reviewed periodically.

Work requires advanced skills and knowledge in approaches and systems, which affect the design and implementation of major programs and/or processes organization-wide. Independent judgment and decision-making abilities are necessary to apply technical skills effectively.

This position oversees budget preparation of a division or department budget. Reviews and approves expenditures of significant budgeted funds for the department or researches and prepares recommendations for organization-wide budget expenditures.

Advanced ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents. Intermediate ability to deal with system of real numbers, practical application of fractions, percentages, ratios, proportions and measurements.

Advanced ability to write editorials, journals, speeches, manuals, or critiques.

Licenses and Certificates
Valid driver's license with good driving record and ability to maintain while employed is required.

Certified Public Accountant or Certified Government Finance Officer is preferred.

Work Environment
Works primarily in climate controlled office environment. Position requires some lifting up to 35 pounds. Physical demands are sedentary in nature but include walking, standing, reaching, and bending. Work may cause light fatigue of eyes and fingers because of routine use of motor senses.
