POSITION SUMMARY

The Office of Community Health & Safety (OCH&S) is tasked with redirecting city resources to better address community needs by housing social services, public health, and social work experts who can assist community members and first responders in situations that require longer-term support, harm reduction approaches, and other services.

OCH&S’s Data Analyst is a 3-year grant funded position under the Bureau of Justice Assistance’s Connect and Protect: Law Enforcement Behavioral Health Response Program. The Data Analyst will be responsible for collecting and analyzing data to inform policies, staffing models, operations, pilot program development, and program scaling related to public safety, anchored in a harm reduction-centered approach public health and social determinants of health. At the point of crisis intervention, significant health disparities and contact with first responders often preceded the crisis. To understand the underlying causes of mental and behavioral health crises, this position will work closely with the Pittsburgh Bureaus of Police, Fire, and EMS to identify antecedents of crisis points.

The successful candidate will be responsible for synthesizing and analyzing Police, Fire, and EMS calls for service to help determine how varying call types interact to affect outcomes and dispositions for the constituent and first responder. The ideal candidate will be a natural collaborator and work effectively with emergency responders from the Pittsburgh Bureau of Police (PBP) in addition to personnel from the Bureaus of Fire and EMS when appropriate.

  • WORK EXPERIENCE: The application must clearly show two (2) years of full-time experience in information science, economics, technology, engineering or a related field. (Full-time is defined as 32 hours or more per week. Less than full-time experience will be calculated on a pro-rated basis.)
  • EDUCATION/TRAINING: The application must clearly show a Bachelor's Degree from a fully accredited institution in Computer Science, Information Science, Economics, Engineering or a related field.   • EQUIVALENCY: Education/training and/or work experience may be substituted on a year for year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above). POSITION DUTIES

  • Collects, pre-processes, cleans, and analyzes data gathered from OCH&S’s partnerships with the Pittsburgh Bureaus of Police, Fire, and EMS.
  • Collaborates with the Continuum of Support, informs the construction of staffing and operating models during the process of scaling programs.
  • Uses a variety of computer hardware and software to produce maps, texts, tables, graphs, charts and other aids to be used in reports and presentations.
  • Pulls and cleans data from various databases using sequel queries and/or coding using the R environment.
  • Researches and collects data needed to monitor trends, patterns and changes in population, technology, operating activities, and calls for service which impact quality and delivery of service to the community; uses parametric and non-parametric statistical methods to analyze such data and prepare in-depth and summary reports.
  • Presents information using data visualization techniques.
  • Performs geospatial analysis using geographic information systems.
  • Audits and provides quality assurance for analysis of OCH&S programs.
  • Works closely with the Crime Analysts in the Pittsburgh Bureau of Police in order to support analytics projects at the City.
  • Produces or coordinates production of mapping products, presentation graphics, and data extraction for use by OCH&S employees and other City Departments.
  • Identifies and addresses new opportunities for process improvement.
  • Maintains proficiency with GIS software and crime analysis, methods, tools and procedures to manipulate, analyze and present data. Adheres to style guidance for analytic project presentation and visualization.
  • Supports evaluation efforts at the City.
  • Implements procedures for data privacy and governance.
  • Performs activities and functions of related lower-level personnel as assigned or required.
