The City of Moorhead is accepting applications for a Deputy City Assessor working in the Community Development Department. This advanced technical position performs intermediate and difficult work appraising and assessing real and personal property for tax assessment purposes, substantiating appraisals before stakeholders, and related work as required. This position exercises lead work responsibilities.

Hours: Monday-Friday 8:00am-4:30pm. Flexibility. Hybrid work option available!

REQUIREMENTS

  • Associates/Technical degree in business administration, real estate, planning, finance, or related field
  • Three years experience in property tax and appraisal work, or related field.
  • Certified Minnesota Assessor (CMA) certification within six months of hire
  • Accredited Minnesota Assessor (AMA) certification within one year of hire
  • Senior Accredited Minnesota Assessor (SAMA) certification within three years of hire
  • Valid driver's license
KNOWLEDGE, SKILLS and ABILITIES
The Deputy City Assessor requires comprehensive knowledge of real estate appraisal principles, techniques, procedures, laws and regulations; thorough knowledge of building, zoning and construction codes; thorough knowledge of statistical measurements, capitalization rates and financial statements; thorough knowledge of regulating the computerized mass appraisal systems; general knowledge of supervisory principles and practices; skill in operating necessary tools and equipment such as a tape measure, calculator and computerized geographical information systems; ability to accurately appraise real and personal property; ability to communicate effectively, both orally and in writing; ability to effectively supervise and train personnel in Assessing; ability to work in inclement weather; ability to establish and maintain effective working relationships with associates, supervisors and the general public.

ESSENTIAL FUNCTIONS: The essential functions of the Deputy City Assessor include, but are not limited to the following major duties performed. Dueties are listed from most to least important.

  • Establishes values of residential and commercial real properties; classifies property to determine the extent of taxability; handles subdivision analysis; analyzes vacant land sales and interprets information to ensure compliance with the laws of the State of Minnesota.
  • Physically inspects and measures residential and/or commercial property; selects and applies any combination of complex appraisal techniques applicable and necessary for the accurate determination of property values.
  • Reads parcel maps and locates and identifies all taxable, real and personal property in the City through on-site inspections, auditing or other research. Creates and maintains records of field appraisal cards, property taxes and other work; researches ownership and reviews legal descriptions of properties to maintain technical documentation.
  • Prepares for and appears at local Board of Equalization appeal hearings; defends the assessed value of personal or real property and the methods used to establish value through presentation of maps, narrative and written documentation.
  • Provides information to citizens, land developers, contractors and City departments to keep them informed of assessment, land and structure valuation policies and procedures.
  • At the direction of the City Assessor or Community Development Director, leads and coordinates division activities as assigned; including assisting staff with determinations, providing training, and additional guidance.
  • Assists with City-related property acquisition and sale activities with title companies and attorney's office.
  • Assists City and County Assessor with tax court petitions including property inspections, data gathering and analysis, and communication with petitioners.
  • Conducts sales studies of all classifications of property in order to set values for annual assessment.
  • Processes splits, combinations, boundary line adjustments, and new plats; creates and inactivates parcels and assigns classification and value
  • Performs other duties as requested.
  • Attendance at off-site courses/trainings/seminars may be required.
PHYSICAL REQUIREMENTS and WORKING CONDITIONS
The Deputy City Assessor requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires walking and speaking or hearing, frequently requires standing, using hands to finger, handle or feel and repetitive motions and occasionally requires sitting, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, tasting or smelling, pushing or pulling and lifting; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
