Deputy Project Manager, Human Capital manages large workstreams and supports large, complex programs that in workforce development, human capital strategy, human resources operations, and program management. With 10 years of relevant experience, this manager leader demonstrates the ability to provide leadership on large Federal government projects to help agencies achieve objectives. They are interested in contributing to a growing consulting firm and developing the firm's future workforce. Ideal candidates bring an innovative mindset, experience managing consulting projects, and a desire to provide trusted advice to clients and stakeholders. They have a strong track record of leading teams supporting complex projects by providing exceptional supervision and management of people, tasks, and deliverables.

Arc Aspicio is currently working a hybrid work environment where work will be performed at client sites, the Arc Aspicio DC office, and, as approved, remotely on a part time basis. All candidates must live in the Washington, DC area at time of employment. Project Managers must be willing to work where their clients and teams need them.
Responsibilities
- Senor leader and manager over large, complex consulting projects in human capital, workforce development, and related disciplines
- Provide senior-level management support, advice, counseling, and program development for Human Resource activities; advice senior clients on strategic human capital solutions
- Manage all aspects of contract delivery - from exceptional service to delivering high quality services and products on time, within budget
- Supervise, develop, and manage people, tasks, and deliverables on complex consulting contracts
- As an executive, contribute to developing company capabilities and people to grow the company, better serve clients, and build our future workforce
Required Qualifications
- 10+ years of experience working in a project-based environment to help the Government develop and execute strategic programs, improve processes, and develop their workforce
- 5 years of experience managing large teams in a complex project environment
- Experience on human capital, workforce development, or human resources-related projects
- 5 years of experience on projects related to Federal Government human resources policy and operations
- Active Project Management Professional (PMP) certification
- Background in managing all aspects of a project – including client satisfaction, scope, budget, schedule, risk, and quality – with formal project management processes, methods, and tools
- Knowledge of Human Resource policies, procedures, processing, and strategic planning and exceptional communication skills in these areas
- Direct experience with client and stakeholder engagement in a dynamic and mission-critical environment and proven skills in developing strong client relationships
- Desire to work in a fast-paced entrepreneurial environment where candidates work directly with clients and balance contributing to company growth through new business and strategic initiatives
- Ability to collaborate and work effectively remotely and in-person
- Strong interest in homeland security missions and a passion for excellent client satisfaction and collaborating and developing others
- Ability to lead a team in a hybrid environment and work on site with the client
- Clearance: US Citizenship required (no dual citizenship) / ability to obtain and maintain a security clearance
- Education: Master's degree in related field required
- Critical Skills: Entrepreneurial spirit, strong work ethic, excellent problem-solving skills, resilience, flexibility, learning-oriented, excited to engage
Preferred Qualifications
- Project management certification (PMP) from the Project Management Institute
- Experience with Government agencies supporting homeland security
- Experience leading strategic initiatives and business development for a growing consulting firm
