The Department of Design and Construction is seeking a Director for the Office of Sustainability, Resiliency, and Commissioning (OSRC). The selected candidate will report to the Associate Commissioner for Architecture & Engineering and supervise staff within the unit. OSRC participates in all Public Buildings projects and is responsible for scope development, design and technical review, review of LEED compliance strategies and certification documents, resiliency planning and design, coordinating commissioning and retro-commissioning tasks performed by consultants, building performance evaluation, staff training, education, and mentorship, and ensures all projects are compliant with applicable codes, local laws, and public policies. OSRC also conducts R&D, produces original publications, and coordinates with the Mayor’s Office on the development and implementation of public policies for reducing the city’s greenhouse gas emissions, the adoption of clean energy technology and green infrastructure, and expanding environmental equity in the built environment. The Director is a member of the A&E Senior Staff and shall lead by example in promoting the agency’s core values.

Minimum Qual Requirements
1. A baccalaureate degree from an accredited college in engineering, architecture, landscape architecture, business administration, or public administration, and five years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity; or
2. A four year high school diploma or its educational equivalent and nine years of experience as described in "1" above; two years of which must have been in an administrative, managerial, executive or supervisory capacity; or
3. Education and/or experience equivalent to "1" or "2" above. An accredited Master's degree in one of the disciplines described in "1" above, a law degree, or a valid New York State license as a Professional Engineer or Registered Architect or Landscape Architect may be substituted for one year of the required experience. However, all candidates must have the two years of the administrative, managerial, executive or supervisory experience as described in "1" above.
2. A four year high school diploma or its educational equivalent and nine years of experience as described in "1" above; two years of which must have been in an administrative, managerial, executive or supervisory capacity; or
3. Education and/or experience equivalent to "1" or "2" above. Preferred Skills
Preference will be given to candidates with a minimum of 15 years of full-time experience in sustainable design. Previous experience should include LEED certification, a familiarity with public policy, and an understanding of architectural design and engineering principles and practices, the NYC Building Codes, the NYC Energy Conservation Code, as well as general construction, project management, and project delivery methodologies. The candidate must have excellent management skills and the ability to communicate effectively both verbally and in writing. The candidate must have prior experience in a managerial, administrative, or supervisory position. PE or RA and LEED AP preferred.
