The purpose of the position is to regulate the Live Racing, OTB, and Historical Horse Racing (HHR) programs for the Louisiana State Racing Commission (LSRC) in accordance with Louisiana R. S. 4:141 and Title 35 Part XVII and conduct investigations for the LSRC. This position serves as the agency administrator of the Director of Enforcement and Investigator, reporting directly to the Executive Director of the LSRC.

This position requires regular statewide travel, home office is the Evangeline Downs Race Track at 2235 Creswell Lane Extension, Opelousas, LA 70570.

Enforcement
Acts as LSRC’s Liaison Official to the Louisiana State Police regarding their duties and responsibilities under the current Memorandum of Understanding.
Creates and distributes a written action plan describing the various responsibilities expected from Louisiana State Police personnel at racing facilities.
Coordinates with Louisiana State Police regarding Commission or Security Committee meetings and requested action items. Ensures that State Police representatives turn in reports and attend meetings as necessary.
Coordinates all investigations and inquiries initiated by the Executive Director, the Stewards, and the Commission.
Provides reports and makes presentations to the Commission as required or requested regarding safety and compliance issues at Racetrack, OTB, HHR, and Training facilities.
Ensures that Security Plans are in place to protect the public health and safety of the patrons at Racetrack, OTB, HHR, and Training facilities. Makes recommendations for improvements/additions to Safety Plans.
Monitors the activities of all licensed personnel at Racetrack, OTB, HHR, and Training facilities to ensure compliance with LSRC rules and regulations.

Investigations
Conducts investigations as necessary regarding barn searches, gate stops, equine and human drug testing, illegal use of electrical devices, and hidden ownership of horses. Establish and maintain confidential informants and act responsibly with information given.
Recognize legal/illegal drugs, contraband, illegal electrical devices and/or parts of electrical devices used to enhance the performance of a horse. Follow the proper procedures in handling evidence both criminally and administratively.
Research and analyze the results of Live Racing Pari-Mutuel betting patterns by reviewing data from Pari-Mutuel betting machines to determine if illegal activity may have occurred during the running of a live race.
