Job description
Basic Function
Performs journey-level work to support Metro's Small Business, Certification, Outreach, Project Labor Agreement/ Construction Careers Policy (PLA/CCP), and Labor Compliance Programs.
Example Of Duties
Monitors contracts for disadvantaged business enterprise (DBE), small business enterprise (SBE), and disabled veteran business enterprise (DVBE) and labor compliance
Develops small business program participation goals for contracts to ensure compliance with regulations
Conducts small business bid and proposal evaluations and prepares good faith effort determinations
Gathers and reviews documents from applicants requesting certification and determines certification eligibility
Audits and verifies information submitted by vendors, including desk audits and onsite interviews
Investigates and researches data to resolve inconsistencies and responds to award protests and challenges
Provides guidance and counseling to participants on contract compliance, labor compliance, certification, PLA/CCP and outreach requirements
Monitors and/or prepares PLA/CCP reports and works with project contractors to correct any deficiencies identified
Presents program information to contractors and subcontractors to facilitate compliance with workforce utilization goals
Assists with the development and maintenance of the Southern California Cluster DBE database and Metro′s internal small business database
Researches and matches DBE, SBE, and DVBE firms to subcontracting opportunities
Attends appeal hearings to respond to issues raised by the panel and allow due process to denied applicants
Responds to constituent requests for information
Assesses Prime Contractors final compliance with small business, PLA/CCP, and prevailing wage requirements, and conducts contract closeouts
Conducts pre-bid and pre-construction conferences to educate and inform contractors and subcontractors of compliance requirements and enforcement
Represents department at internal and external meetings to clarify and discuss issues related to contract compliance, labor compliance, certification, PLA/CCP or outreach programs
Prepares and distributes reports, including contract compliance reviews, wage underpay evaluations, and certification status correspondence
Advises and counsels management and procurement staff on complaints received regarding goal attainment and wage payment
Conducts internal and external training workshops to convey changes in regulations
Responds to public inquiries about upcoming procurement contracting opportunities and provides information as needed
Develop and distribute survey documents post event and coalesces results
Participates in bid evaluations to ensure contractor compliance with prevailing wage requirements
Monitors and audits contractor payroll to ensure compliance with labor wage requirements
Conducts investigative activity to resolve open worker complaints and other identified prevailing wage violations
Provides guidance and assistance to new or entry-level employees
Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out
May be required to perform other related job duties
Requirements For Employment
A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:
Education
Bachelor's Degree in Public Administration or a related field
Experience
One year of relevant experience implementing, or administering contract compliance, labor compliance, or outreach programs
Certifications/Licenses/Special Requirements
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
Perform Commercially Useful Function (CUF) reviews at job sites or office of small business, as required
Knowledge:
Theories, principles, and practices of contract compliance, labor compliance, or outreach program administration
Laws, regulations, and criteria pertaining to contract compliance, labor compliance, certification, project labor agreement/construction careers policy, or outreach program implementation, including Equal Employment Opportunity (EEO) and Affirmative Action
Investigative and interview techniques
Applicable business software applications
Skill In:
Communicating effectively orally and in writing
Interacting professionally with various levels of Metro employees and outside representatives
Preparing comprehensive reports and correspondence
Analyzing situations, identifying problems, and recommending solutions
Abilities:
Compile and analyze complex data
Understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets, and labor/management agreements
Represent Metro before the public
Travel to offsite locations
