REPORTS TO: Environmental Compliance Officer or PUD Compliance Coordinator, depending on assignment.
FLSA STATUS: Non-Exempt
CLASSIFICATION: Personnel System; Requires satisfactory completion of a 12 month probationary period.
PAY GRADE: 112
SAFETY SENSITIVE: Yes; Subject to random drug testing per the Athens-Clarke county Drug and Alcohol Ordinance.

Purpose of Job
The purpose of this job is to perform technical/manual work functions associated with collecting wastewater samples for testing/analysis to determine compliance with federal, state and local standards. Duties and responsibilities include, but are not limited to: collecting wastewater samples from sewer lines, septage trucks and waste facilities; for compliance with federal, state and local standards; monitoring sewer lines for discharge and chemical/temperature levels; preparing reports; maintaining equipment; spill site, lake, pond, wetland, river, stream, creek, and grease trap samples, and performing additional tasks as assigned.
Job Related Requirements
WORK SCHEDULE: Monday - Friday 7:30 am - 4:30 pm with rotating weekends; subject to call back as needed.
Subject to call back unless assigned to Septage Program.
May be required to work on religious holidays.
Regular and predictable attendance is required.
Must work cooperatively with others.
When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.
High school diploma or equivalent, with six months wastewater/water collection system or distribution system operations experience required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.
Valid driver's license required.
Must possess, or have the ability to obtain one of the following certifications: Class III Wastewater Operator, Class III Water Operator, Water Laboratory Analyst, Collections System Operator, or Distribution System Operator, within 12 months of date of hire.
The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Installs and monitors sampling equipment at industrial, commercial facilities, sewer lines, lakes, ponds, wetlands, rivers, streams, creeks, and grease traps. This can include entering confined spaces.
Collects wastewater samples from sewer lines and industrial facilities.
Conducts sampling of trunk lines.
Monitors sewer lines for discharge; monitors DO, pH, and temperature levels of sewer lines.
Samples rivers for BOD, NH3, dissolved oxygen, temperature, fecal coliforms and phosphorus.
Locates illegal discharges or spills; notifies appropriate agency.
Performs preventive and corrective maintenance on equipment.
Performs routine cleaning and maintenance of equipment and work areas.
Operates and maintains various equipment (e.g., utility truck, samplers, blowers, flow meters).
Maintains inventory levels.
Prepares logs and reports to document sampling activities.
Prepares and/or generates routine correspondence, letters, memoranda, forms, reports, and other documents via computer and logs.
Answers the telephone provides information, advice, and guidance; takes and relays messages and/or directs calls to appropriate personnel returns calls as necessary.
Responds to routine requests for information from officials, employees, members of the staff, the public or other individuals.
Performs other duties as assigned.
Essential Duties and Responsibilities when assigned to Septage Program
Evaluates septage manifests and communicates with haulers regarding their loads and billing.
Performs annual renewal of accepted hauler list and recommends removal of haulers from approved list for cause.
Stays updated on changes to Federal and State regulations regarding septage hauling and disposal.
Audits manifests for accuracy and completeness.
Performs field verification of septage tank location and pumping status.
Maintains septage volume and analytical data.
Provides information to contractors, engineers, EPA and EPD personnel, and the general public concerning the Septage program.
Completes and files reports, and correspondence.
Performs sampling of septage as necessary.
Operates a computer system to record data.
Prepares monthly billing data for Water Business Office. Crosscheck past billed data for accuracy and completeness. Works with Water Business Office to correct errors and/or changes to monthly billing.
Maintains records and performs other clerical duties.
Trains new pumpers and companies in ACC requirements.
Keeps instruction packet and Enforcement Response Plan updated.
Documents when any hauler is non-compliant with ACC requirements, sends refusal letters, and keeps legally defensible records to support refusals.
Knowledge, Skills and Abilities
Knowledge of the policies, procedures, and activities of the Public Utilities Department as they pertain to the performance of duties relating to the position of Environmental Sampler.
Knowledge of the terminology used within the department.
Knowledge of applicable federal/state/local wastewater treatment guidelines and procedures, departmental policies and procedures, and departmental methods as required in the performance of duties.
Knowledge of wastewater treatment and collection processes.
Knowledge of basic chemistry and mathematics.
Knowledge and skill to operate various machinery, equipment, and tools including a utility vehicle, computer, calculator, telephone, flow recorder, sampling equipment, blower, field test kits, measuring tools, hand tools, mechanic tools, and electronic tools.
Skill in oral and written communication.
Skill in utilizing various word-processing and/or other software programs relevant to the position.
Ability to compile, organize, prepare and maintain an assortment of records, reports and information in an effective manner and according to departmental and/or governmental regulations.
Ability to communicate effectively with supervisors, and other staff members. Ability to use independent judgment in routine and non-routine situations.
Ability to perform required mathematical calculations.
Ability to utilize and understand computer applications and techniques as necessary in the completion of daily assignments.

Ability to locate proper sewer line segment by reading sewer line map.
PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including a utility vehicle, computer, calculator, telephone, flow recorder, sampling equipment, blower, field test kits, measuring tools, hand tools, mechanic tools, and electronic tools. This position requires: stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing, and repetitive motion. Must be able to exert up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently. Physical demand requirements are at levels of those of medium work. Must be able to work outdoors and in remote locations under all weather conditions.

NUMERICAL APTITUDE: Requires the ability to utilize mathematical formulas; add and subtract totals; multiply and divide; determine percentages; interpret graphs; compute discount, interest, profit/loss, ratio/proportion, etc.; perform calculations involving variables, formulas, square roots, and polynomials.
FORM/SPATIAL APTITUDE: Requires the ability to inspect items for proper length, width, and shape, visually with a variety of machinery and equipment including a utility vehicle, computer, calculator, telephone, flow recorder, sampling equipment, well wizard, blower, field test kits, measuring tools, hand tools, mechanic tools, and electronic tools.
MOTOR COORDINATION: Requires the ability to coordinate hands, fingers, and eyes accurately in using equipment. Requires the ability to lift, bend, push, pull, manipulate equipment/tools and objects as the position necessitates.
MANUAL DEXTERITY: Requires the ability to handle a variety of items such as automated office equipment, office supplies, sampling equipment, laboratory supplies, and hand/mechanic/power tools. Must have the ability to use one hand for twisting or turning motion while coordinating other hand with different activities. Must have moderate levels of eye/hand/foot coordination.
COLOR DISCRIMINATION: Requires the ability to differentiate between colors and shades of color.
INTERPERSONAL TEMPERAMENT: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under minimal stress when confronted with an emergency.
PHYSICAL COMMUNICATION: Requires the ability to talk and/or hear: (Talking - expressing or exchanging ideas by means of spoken words). (Hearing - perceiving nature of sounds by ear). Must be able to communicate via telephone.
