The Office of the Chancellor is responsible for the organizational advancement of North Carolina State University. As his support staff, Chancellor’s Office personnel are expected to set the example regarding professionalism and customer service. Successfully navigating this fast-paced and often politically sensitive environment requires excellent judgment and thoughtful perception.

Essential Job Duties
Primary Purpose of Position
The Faculty/Staff Ombuds will serve the NC State faculty and staff community as a confidential, informal, impartial, and independent source of assistance for faculty and staff at the university, who have complaints, concerns, or disputes involving others at the university or want to otherwise discuss or seek advice on a matter involving their experience at NC State. The Faculty/Staff Ombuds will serve as a source of information on university policies, processes, procedures, and available resources and responsible parties to assist in conflict resolution.

The Ombuds does not conduct formal investigations or serve as an advocate or representative for any individual or group. This position has no authority or capacity to render decisions, alter policy, offer legal advice, or provide psychological counseling.
Issues that faculty and staff members bring to the Ombuds office may involve workplace relationships, research disputes, performance challenges, career management, illness/disability issues, university policy questions, and university services. To support actual and perceived neutrality, this position reports to the Chief of Staff and Secretary of the University.

Dispute Resolution, Consultation, and Referral
  • Act confidentially within legal limits to hear and respond to concerns, issues, conflicts, problems, or disputes involving a member of the faculty or staff (defined as any University employee with a faculty or staff appointment). Exceptions to confidentiality may include situations for which the Ombuds determine that disclosure is necessary because of imminent risk of harm, or where required by law.
  • Coordinate and consult with other university units to resolve concerns or conflicts raised by faculty/staff.
  • Analyze and assess avenues for potential resolution and provide information about such avenues, including but not limited to information on university policies, regulations, and rules; administrative processes and procedures; and available resources to assist with resolution.
  • Explain options available to faculty and staff members through university processes or resources (such as the Faculty and Staff Assistance Program (FASAP), Employee Relations, Mediation Services, and applicable grievance procedures and processes).
  • Provide referrals to other campus resources and services (i.e., Employee Relations, Student Ombuds, the Office for Institutional Equity and Diversity, etc.).

Communication/Office Maintenance
  • Respond to requests for confidential scheduling via website, email, or phone within 1 business day.
  • Maintain consistent office hours (in person and virtually) between the hours of 8:00am and 5:00pm, Monday through Friday. As needed, accept appointments outside of regular work hours to accommodate faculty and staff working alternate work schedules or shifts at the university.
  • Provide services based on the preference of the customer (in person or virtually).
  • Attend meetings and events to promote the services of the Faculty/Staff Ombuds (in person and virtually) utilizing communications, media, and other promotional means; conduct presentations at meetings, workshops, and other venues using promotional mechanisms; and, measure and report on the effectiveness of such activities.
  • Establish standard operating procedures appropriate to the purpose of the service.
Records and Reporting
  • The Ombuds will develop and maintain confidential notes and statistical data for purposes of identifying trends.
  • Prepare monthly reports detailing activity numbers from the previous month, including but not limited to: number of contacts, number of appointment hours provided, total hours of services provided, and any other procedural issues that may arise during a given month.
  • Develop and maintain a database and tracking system to identify trends in reporting of issues and concerns and patterns or problem areas in existing policies and practices.
  • Prepare for submission a comprehensive, formal annual report maintaining individual confidentiality documenting total volume of service, and identifying issues that may merit improvements to campus policies and practices or trending issues based on input from faculty and staff during the year. This report shall be provided no later than August 1 of each calendar year.
  • Operate under the Standards of Practice and Code of Ethics of the International Ombuds Association, as well as all applicable laws of the State of North Carolina and the policies, rules, and regulations of NC State University.

Other Responsibilities

Qualifications

Minimum Education and Experience
  • Master’s degree or a bachelor’s degree plus alternative or equivalent professional training and experience may be substituted for the advanced degree on an exceptional basis
  • At least three years of experience with conflict resolution or services similar in nature or scope

Other Required Qualifications
  • Excellent problem-solving, conflict management, and mediation skills, including the ability to gather, analyze and synthesize information
  • Outstanding oral and written communication skills
  • Understand the complexity of a large research university
  • Ability to communicate effectively with individuals and groups at all levels of the University’s vibrant community
  • Ability to effectively facilitate meetings
  • Ability to identify and explain system issues to senior leadership and administrators
  • Ability to serve in an exclusively advisory position with no formal authority and minimal need for public acknowledgment
  • Training in mediation or alternative dispute resolution

Preferred Qualifications
  • Substantive and/or similar experience in higher education
  • Be familiar with university policies, regulations, rules, standard operating procedures, and available resources at the institution
