Seeking a Financial Analyst to provide Capital Planning Support for the Port Authority of New York and New Jersey (PANYNJ) on-site at 4 World Trade Center. The candidate shall support reporting and ongoing changes to the agency’s 2017-2026 Capital Plan, which shall include, but not be limited to, the following:

• Updating project cost, schedule, spending, commitments, and other project information in Microsoft Excel trackers and spreadsheets monthly.
• Supporting line department staff to on-board projects into the Capital Plan; coordinating the review and approval of these new projects, along with existing projects, with key agency stakeholders; and facilitate the opening of charge codes.
• Coordinating review of Agency authorization documents within the department and verifying compliance with the Capital Plan and annual Budget.
• Managing Excel databases with lists of multi-year spending for capital projects and coordinating regular updates by staff
• Leading creation of annual capital budget package for executive review and approval
• Identifying key drivers of over and under spending each month and preparing summary reports for management and internal stakeholders
• Managing process with internal stakeholders to score and prioritize certain projects in the capital plan

SECTION I – GENERAL SKILL/KNOWLEDGE REQUIREMENTS

• Knowledge of project controls concepts, processes, and reporting on project spending and schedule, including variances from approved plans.
• Proven ability to manage multiple assignments and deliverables simultaneously and effectively, utilizing limited resources to achieve complex goals.
• Demonstrated customer service, decision-making, problem solving, negotiations and interpersonal skills.
• Demonstrated knowledge of capital planning and assessment, cost-benefit analysis, planning and evaluation, and risk management protocols.
• Proven skills at effective oral and written communication both at the interpersonal and group level.
• Proven ability to work effectively within groups and to complete assigned tasks independently and on time.
• Experience working in a fast-paced, deadline-driven, team-oriented culture that emphasizes flexibility, quality, accuracy, and continuous improvement.
• Proven ability to quickly learn and leverage internal software, systems, and processes.

SECTION II – GENERAL QUALIFICATIONS REQUIRED

• Bachelor of Science Degree in an engineering, accounting, economics, or business administration discipline.
• Minimum of 1-3 years of progressively responsible experience in project controls or financial analysis.
• Proficiency in the use of standard Microsoft Office products and ability to become competent with Port Authority software and reporting systems.
• Proficient in performing complex financial analyses, including what-if scenarios and variance analyses
• Expert Excel modeling skills, including automation, look-up tables, complex formulas, and pivot tables.
• Proficiency in managing Microsoft SharePoint websites.
• Proficiency in maintaining and developing Excel templates to be used by a large audience.

Reporting Location as Required: Services are anticipated to be at 4 World Trade Center and is subject to change as required by the Authority.

Anticipated Assignment Duration: One year

SWAC Requirement: Candidate must obtain a SWAC id, with associated security clearances immediately upon hiring.

Job Type: Full-time

Pay: $60.00 - $65.00 per hour
