Primary Purpose:

The Fire Chief is responsible for managing, directing, and supervising all Fire
Department functions, operations, and personnel. The Santa Fe County (County) Fire
Department is a combination fire department, with both career staff and volunteers.

Essential Job Functions:

  • Supervises subordinate employees, which includes, but is not limited to, completing performance evaluations, making disciplinary decisions or recommendations, and approving leave and timesheets.
  • Ensure compliance with policies and procedures.
  • Conducts interviews and makes hiring recommendations and promotional decisions. Provides day-to-day leadership and works with staff to ensure a high- performance and customer service oriented work environment free from interpersonal conflict.
  • Plans, organizes, controls, integrates, and evaluates the work of assigned staff.

Develops, implements, and monitors goals and objectives with staff.

  • Develops and implements, within budgeted resources, the strategic plan for the

Fire Department.

  • Responsible for all aspects of the day-to-day administration, operation, and finances of the Fire Department, including the Volunteer program for each

Volunteer District in the County; operates the department in an efficient, effective, and economical manner.

  • Develops rules and procedures, and issues such orders and directives, as may from time to time be necessary or proper to run the Fire Department, implement policies or directives established by the Board of County Commissioners (BCC), or comply with applicable law.
  • Works with Volunteer District Chiefs to address issues or concerns of each volunteer fire district.
  • Responsible for the development, implementation and evaluation of structural and wildland fire suppression, community risk reduction, emergency rescue, hazardous materials, emergency management, ambulance, and emergency medical services provided by the County.
  • Coordinates all aspects of the Fire Department to achieve a coordinated and concerted effort in fire suppression, community risk reduction, emergency rescue, hazardous materials, emergency management, ambulance, and emergency medical service.
  • Responsible for the usage, maintenance, and security of County equipment, apparatus, facilities, and other property.
  • Oversees the County’s Emergency Management Division for Santa Fe County and implements Emergency Plans and operations as needed.
  • Ensures that frequent and regular fire code inspections are made inside and around buildings and facilities, advising the owners and/or occupants of such action(s) as may be reasonably necessary to comply with the applicable Fire

Code and Nationally Recognized Standards.

  • The Fire Chief may command fire ground and emergency operations of the

County, including, but not limited to, by directing the operations at fires or other emergencies.

  • Prepares special reports upon any matters, which, in the Fire Chief’s judgment, are required, or as required by the BCC, County Manager, or Public Safety

Department Director.

  • Responsible for developing a proposed budget for timely submission to the BCC each year, and ensuring that department revenues and expenditures are within the amounts established by the budgets approved by the BCC. Responsible for all aspects of the Fire Department’s budget and finances in collaboration with the

Public Safety Director and Public Safety Operations Manager.

  • Consistently promotes a professional image of the Fire Department at all times.
  • Trains and mentors personnel.

Knowledge / Skills:

  • Ability to lead, manage, and supervise employees effectively.
  • Ability to understand the importance of volunteerism within the County Fire

Department

  • Ability to prepare, present, and administer a complex department budget, which includes multiple funding streams with geographic and other expenditure restrictions.
  • Ability to effectively command and control emergency situations while operating within established fire service and departmental guidelines.
  • Ability to exercise sound judgment in evaluating situations and in making decisions.
  • Ability to develop and maintain positive, effective working relationships with department employees and volunteers, other emergency services agencies, other governmental agencies, and the community.
  • Ability to effectively handle multiple responsibilities simultaneously, prioritize responsibilities appropriately, and perform responsibilities in a thorough and timely manner.
  • Ability to make sound decisions in extremely stressful and life threatening situations, to make timely, fact based decisions; ability to handle uncertainty and clarify ambiguities timely and effectively.
  • Ability to see unusual aspects of a problem and find unique solutions; evaluate results for effectiveness.
  • Ability to develop and implement plans based upon a thorough analysis of relevant facts, and relevant costs and benefits, and set clear, precise, measurable goals.
  • Skill in high quality leadership. Skill in personnel management, including but not limited to, encouraging feedback and suggestions, and initiating regular discussions with volunteers and employees.
  • Ability to establish and maintain sound and effective labor relations.
  • Superior written and verbal communication skills required.

Minimum Qualifications:

  • Bachelor’s degree in Fire Science, Emergency Management, Business or Public

Administration, or a closely related field; and

  • Ten (10) years of experience in Fire and Emergency Medical Service work as a career employee in a career or combination volunteer-career fire department, including five (5) years of progressively responsible management and supervisory responsibility in fire departments; or
  • Any combination of higher education in Fire Science, Emergency Management,

Business or Public Administration, or a closely related field and experience as a career employee at fire departments totaling fourteen (14) years, nine (9) of which were in progressively responsible management and/or supervisory capacities. Education is counted at the rate of thirty (30) credit hours equals one year.

  • The following qualifications are preferred: National Fire Academy Executive Fire

Officer certification and documented experience as a volunteer firefighter

Working Conditions:

Work is performed primarily in office, vehicles, and outdoor settings in all weather conditions, including temperature extremes during day and night shifts. Work is often performed in emergency and stressful situations. Individual is exposed to hearing alarms and hazards associated with fighting fires and rendering emergency medical assistance, including smoke, noxious odors, fumes, chemicals, liquid chemicals, solvents and oils.

The employee occasionally works near moving mechanical parts and in high, precarious places and is occasionally exposed to wet and or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock and vibration

The noise level in the work environment is usually quiet in office settings and loud in emergency situations.

Conditions of Employment:

Selected candidate must submit to and pass a County paid pre-employment physical and drug/alcohol screening. Additionally, selected candidate must submit to and pass a
County paid background screening. Selected candidate must possess and maintain a valid New Mexico Class D Driver’s License as incumbent shall be required to drive a
County vehicle during the performance of his/her duties.
