JOB SUMMARY:

Performs entry level planning, programming, and research work. Work involves defining space needs for client

agencies; analyzing functions and economic or market factors affecting needs and costs; developing and evaluating

solutions; drawing conclusions and making clear recommendations. Assists in the development of local, regional, or

state level space management plans; including monitoring the progress of such plans. Work involves analysis of

specific real estate markets and proposals along with specific cost and operating expenses. Liaison with using agencies

leasing officers and consultants. Works under close supervision, with minimal latitude for the use of initiative and

independent judgment.


ESSENTIAL FUNCTIONS:

  • Assists the Planning and Portfolio Manager of Planning and Real Estate Management with developing and
implementing program goals and objectives.
  • Performs research, collects, organizes, and analyzes data on: projected statewide space needs; real estate market
conditions; and construction and renovation costs.
  • Provides consultation to using agencies on types and amounts of space needed and prepares programs of space
requirements, budgets, and time frames.
  • Conducts field surveys of State-owned facilities to determine compliance with space utilization guidelines and
requirements.
  • Collects, organizes, and analyzes program data and assists in the preparation of reports for the Legislative Budget
Board to monitor program activities and performance.
  • Collects and updates information on building replacement values for the State Office of Risk Management and
Texas Public Financing Authority.
  • Assists in the preparation of the biennial Master Facility Plan report.
  • Assists in the planning, scheduling, and administration of the annual space utilization survey of State agencies

regarding current and future space needs.

  • Assists in the evaluation of buy versus build versus lease evaluations.
  • Assists in the preparation of program status reports for Commission meetings.
  • Assist in the preparation of reports on the agency’s land and facility holdings information to the General Land

Office.

  • Assist in the development and management of databases.
  • Update and maintain the Continuity of Operations Plan (COOP) database as needed.
  • Serve as COOP point of contact for state agencies.
  • Facilitate COOP contract negotiations amongst state agencies, Deputy Executive Director of Planning and Real

Estate Management, and Legal staff.

  • Present COOP portal tutorials as needed.
  • Performs related work as assigned.

MINIMUM QUALIFICATIONS:

  • Experience in planning and research work. Graduation from an accredited four-year college or university with
major coursework in architecture, architectural studies, city or regional planning, economics, business or public

administration, political science, or a related field is generally preferred. Experience and education may be

substituted for one another.


KNOWLEDGE, SKILLS & ABILITIES:

  • Knowledge of principles, objectives, and procedures of governmental space planning and programming.
  • Knowledge of basic elements of quality and cost in construction and real estate.
  • Knowledge of statistical analysis processes.
  • Skill in the use of personal computers and applicable programs, applications, and systems.
  • Ability to establish goals and objectives.
  • Ability to interpret and evaluate policies and procedures.
  • Ability to prepare detailed reports on program area activities
  • Ability to gather, assemble, correlate, and analyze facts and information.
  • Ability to establish work timelines, prioritize workloads, and meet deadlines.
  • Ability to communicate effectively, both orally and in writing.
  • Knowledge of basic use of AutoCAD, a plus

PHYSICAL REQUIREMENTS AND/OR WORKING CONDITIONS:

This position functions in a standard office environment. There are no unusual dangers involved. There are no unusual

dangers involved, but the position will have exposure to dust, environmental allergens, pathogens, and other

microorganisms consistent with business activities and human contact. The position holder must be able to work

effectively with people under varying conditions, must be able to work extended periods at a computer, and must be

able to work longer than eight hours in a work-day as necessary. Physical requirements also include the ability to

move items up to 30 lbs. and perform tasks requiring fine motor skills and coordination.
