Responsibilities

The General Manager GOCOR-NY is a member of the Government and Community Relations Department (GOCOR) and will work with the Director, GOCOR-NY to provide strategic guidance related to government, community, political and public issues to support the advancement of the Port Authority's mission.

Responsibilities include, but are not limited to:

  • Develop, manage and maintain strategic external relationships/partnerships with elected officials and staff at the federal, state, and local level as well as community and civic groups and industry stakeholders in the New York side of the Port Authority region;
  • Advise agency leadership and staff on policy matters, political issues, strategic initiatives and public outreach;
  • In partnership with the Director, GOCOR-NY, manage community and political outreach and engagement related to facility operations, capital projects, such as Airport Redevelopments, Bus Terminal Replacement, etc., and other agency initiatives, and help guide staff across multiple line departments on navigating government agencies and officials to advance agency goals;
  • Utilize transportation and maritime industry subject-matter proficiency to gather critical information and share insights internally and externally;
  • Represent the agency at stakeholder meetings and community forums as well as guide staff in representing the agency;
  • Follow federal and state legislation related to the transportation, logistics and distribution industry to draft memorandums, policy reports, position letters, develop public outreach campaigns and plan elected official advocacy strategies;
  • Provide guidance and assistance in the planning, development and execution (in coordination with appropriate internal stakeholders) of agency priority events and projects;
  • Support Director, GOCOR-NY in managing employees as well as contract staff to enable a positive team culture and providing an enriching experience.

Qualifications

Candidates must present the following qualifications to be considered eligible for this position:

  • Bachelor's degree in Government/Political Science or another relevant field from an accredited college or university;
  • Minimum 4 years of relevant experience;
  • At least 2 years of experience at the city, state, or federal level in an executive, agency, or legislative office;
  • Proven track record to lead, collaborate, and perform effectively under pressure and to resolve conflict situations constructively.

Desired

Ideal candidates will present the following profile:

  • Advanced degree in a related field;
  • 5+ years of relevant experience;
  • Strong writing, research, oral communication and interpersonal skills to interact effectively with Port Authority staff at all levels, as well as external stakeholders and elected officials;
  • Strategic thinker with demonstrated conflict resolution and negotiation skills and a high degree of political acumen to execute tasks diplomatically and successfully;
  • Demonstrated experience prioritizing and completing multiple, complex assignments within established deadlines to keep projects moving while managing dynamic challenges and issues;
  • Experience managing staff, both employees and contractors, at multiple levels;
  • Demonstrated experience successfully establishing working relationships and finding opportunities to enhance relationships with internal and external stakeholders;
  • Understand the complexities of project development and implementation knowing when it is necessary to lead and/or work as a supportive member of the team
  • Strong knowledge of the key stakeholders on federal, state and local political landscapes being able to draw corollaries to issues of concern to GOCOR and the agency at-large;
  • Bilingual, Spanish-speaking.
