Reporting to the Healthy Homes & Communities Section Manager, the primary goal of this position is to work towards the reduction of acute pesticide illness and childhood lead exposure in Washington State by:
- Identifying, analyzing, recommending, and implementing policy strategies at the state and local level (including RCWs, WACs, local ordinances, program policies etc.),
- Centering health equity, anti-racism, and environmental justice principles, and
- Engaging with diverse agencies, partners and communities, including communities disproportionately impacted by pesticide exposures and childhood lead exposures.
To be successful, the incumbent must work closely with HH&C supervisors and staff to build existing relationships and collaborations as well as identify new strategic partnerships and establish new relationships. This position will supervise at least one position that will focus on community engagement and may also supervise interns.
Responsibilities include, but are not limited to:
- Serve as the designated expert on policy issues impacting the HH&C Section, applying an equity, anti-racism, and environmental justice lens to policies and associated strategies at the state and local level.
- Identify, research and analyze policy issues; engage with external partners and communities with diverse interests; analyze information; and present policy recommendations to internal and external partners.
- Lead legislative analysis, rule development and policy projects, including implementation.
- Enhance, develop and maintain relationships with key partners and communities to ensure broad engagement.
- Provide consultation and subject matter expertise on incorporating equity and environmental justice into HH&C Section.
- Provide supervision and leadership to the Policy and Engagement Team.
The incumbent may be located anywhere within the State of Washington. Telework (mobile work) is currently expected. When approved, the incumbent will work with their supervisor to identify an appropriate work schedule and balance including telework and reporting to the Tumwater, Spokane or Richland, WA duty station for work activities as needed depending on the location of the incumbent. It is anticipated that they would be expected to report to their duty station for work activities quarterly at minimum.

Required Qualifications
Experience for both required and desired qualifications can be gained through lived experience, volunteer experience, formal professional employment, or a combination. Please ensure any relevant experience defined below is outlined in your cover letter, resume, and/or applicant profile.
Option 1: Four (4) or more years of experience conducting research and analyzing policies, laws, rules and regulations in the fields of public policy, public health, environmental health/science or related field.
Option 2: A bachelor’s degree in environmental health/science, public health, public policy, or a closely related field; AND three (3) or more years of experience conducting research and analyzing policies, laws, rules and regulations in the fields of public policy, public health, environmental health/science or related field.
Option 3: A master’s degree in environmental health/science, public health, public policy, or a closely related field; AND two (2) or more years of experience conducting research and analyzing policies, laws, rules and regulations in the fields of public policy, public health, environmental health/science or related field.
AND
- Experience working to address health inequities, furthering social and environmental justice, and/or working with historically marginalized groups.
- Strong written and verbal communication skills.
- Experience leading and managing multiple, complex projects at the same time.
- Demonstrated experience and commitment in building partnerships and working collaboratively with others.
