Marin Housing has an immediate opening for an experienced person to conduct a variety of client service task in the development, implementation, and delivery of housing services to new and continuing assisted housing program participants. Provide program information and requirements to participants/ tenants and landlords. Applicants must be detail oriented and able to perform multiple clerical tasks. This position requires a high degree of organizational and customer service skills.
GENERAL DESCRIPTION
The incumbent will manage a caseload, conduct recertification interviews, and provide assistance to walk in clients. Conduct quality control review of case files, maintain records for errors found during review to determine training needs, identify and make corrections to recertifications for PIC submission. Populate variety of reports for manager related to management of HCV or PH program.
PRIMARY RESPONSIBILITIES
· Verify income; medical expenses and calculation of subsidy;
· Determine client eligibility for continued assistance, unit and owner eligibility for participation in assisted housing programs;
· Provide program information to prospective and participating landlords and assisted tenants;
· Conduct transfer and new admissions briefing sessions for new and existing participants regarding program rules, regulations and requirements;
· Perform initial intakes/annual/interim eligibility determinations based on participant income, family status;
· Conduct preliminary investigations of fraud, illegal drugs, controlled substance activity, violent criminal activity, destruction of property, neighborhood disturbance. Submit findings to Director or designee;
· Meet with clients regarding income discrepancies and determine repayment agreement based on MHA policies;
· Prepare a variety of periodic reports and maintain accurate participant records.
· Advise and implement portability opportunities and coordinate with other housing authorities to ensure effective and efficient transfer of tenants;
· Respond to written and telephone inquiries from the public concerning program. Prepare and mail necessary correspondence;
REQUIREMENTS
Ability to

· Ability to perform program-required mathematical computations
· Organize multiple tasks efficiently and establish priorities;
· Perform accurate detail work in compiling, organizing and maintaining data and records;
· Communicate effectively orally and in writing.
Knowledge of
· HUD/PHA regulations and the HCV program 3 years or more experience preferred;
· HUD reporting systems EIV/PIC systems and SAVE;
· Advanced knowledge of Microsoft Office Products (Excel, Word, Outlook) and Yardi strongly preferred;
· Method and techniques of interviewing clients;
· Standard office practices, record-keeping procedures, computer literacy;
· Operation and use of personal computers and other standard office equipment;
· Basic Housing Authority rules and regulations;
EDUCATION/EXPERIENCE
Three years of eligibility work experience (one year of relevant, education may be substituted for one-year experience) that demonstrates the required knowledge and abilities.
LICENSE
Possession of a valid California Driver License and a satisfactory driving history.

The Housing Choice Voucher and the Public Housing programs have been rated either as a high performer or a standard performer for the past few years. COMPENSATION / BENEFITS
Annual salary range is $45,702.94-$61,246.31. We offer a comprehensive benefits package that includes a generous monthly allowance for medical, dental and life insurance; CalPERS retirement 2% @ 62; a 457 deferred compensation plan; 12 paid sick days per year; 10 days paid annual leave per year for the first two years, and will progressively increase as years of service increase (up to 30 days per year); 45 paid floating holiday hours per year; and 13 paid holidays. Finally, the Housing Authority has 9/80 schedule available to employees, which, upon supervisor approval, allows eligible employees to have every other Friday off.
