The City of West Allis is hiring a Housing Navigator to help create lasting housing solutions for at-risk individuals, children, and families in the community. Your time will be spent administering the Housing Choice Voucher Section 8 Rent Assistance, Veterans Administration Supportive Housing (VASH) and Housing Programs under the supervision of the Community Development Senior Planner, including recertification, program processing, reporting, and working with participants, owners, state and county officials. We’re looking for someone who is detail-oriented, knowledgeable in various housing management programs and laws governing housing, and experienced in creating working relationships and communication with diverse populations of people with varied academic, cultural, and socio-economic backgrounds with tact, diplomacy, courtesy, and compassion.

Examples of Duties
  • Review Income/Assets/Allowances of current Section 8 and Beloit Road (Project-based) Rent assistance participants.
  • Determine eligibility by analyzing current income for new, current & port participants; affordability, rent reasonability of rental units.
  • Schedule, interview, provide information and explain program rules and regulations.
  • Process Portability (port in & port out) of participants.
  • Reviews contracts, and leases with owners & participants.
  • Analyze criminal background checks for eligibility for new, current, and port participants.
  • Determine eligibility and main contact for wait list email questions.
  • Monitor current move/ports for voucher expiration, Inspection of rental units for compliance with Housing Quality Standards.
  • Prepare correspondence for participants and owners.
  • Communicate with Owners to explain the program and negotiate rent amounts.
  • Work with the FSS (Family Self-Sufficiency) Coordinator, and Housing Coordinator to assist in the administration of the FSS for the city.
  • Coordinate with Housing and Urban Development (HUD), State of Wisconsin, Milwaukee County, Other Housing Authorities, and other City of West Allis staff
  • Review Federal Regulations, and Administrative Plan for compliance.
  • Prepare necessary HUD reports, Analyze & resolve discrepancies; Resolve PIC errors (errors with HUD submitted data).
  • Serve as a member of boards, committees, and commissions as directed (Fair Housing Network); Fair Housing Advisory Advisory Board and Residential Advisory Board.
  • Other duties that from time to time may be required and assigned.

Qualifications
  • An Associate Degree in Accounting, Business, Real Estate, or related field and three years of recent of recent paid work experience in housing related programs.
  • Experience working in a municipality in an outward facing position responsible for communicating adverse information, experience with complying with federal program requirements.
