Job Description Summary

WVNCC seeks applicants for Human Resources Assistant III in the Human Resources & Development department.

This position is based on-site on the Wheeling, West Virginia Campus.

Salary commensurate with Human Resources experience, Higher Education, and/or State of West Virginia experience.

The Human Resources Assistant III provides specialized administrative human resources program support in one or more human resources functions such as employment, classification, employee relations, records, and communications.

The Human Resources Assistant III is responsible for performing a wide variety of routine and skilled clerical and paraprofessional administrative tasks of basic to moderate complexity in a predominately human resources area, including processing transactions using appropriate paper forms and business systems to generate reports and queries appropriate to the specific role. Job responsibilities require specialized functional knowledge of one or more areas in human resources. Work is closely supervised, with limited opportunity for independent action or decision-making, and consists of tasks that are routine, or well-defined, with specific instructions to achieve standards. Decisions are limited to the application of standardized or accepted practices and errors could result in some costs and inconveniences within the affected area.

Responsibilities and Duties include but are not limited to

Represent the Human Resources Office (HR), in a professional manner, as first point of contact for those entering the Office.
  • Serve as the main receptionist for HR office answering phones, taking messages, responding to general inquiries.

  • o Respond to emails and telephone calls within 24 hours.
  • Handle daily incoming and outgoing mail and distribute it appropriately.

  • Oversee maintenance of office equipment and process work orders when problems arise.

  • Maintain forms center in office and on digital systems (HR webpage, online forms center, etc.).

  • Assist with the hiring process.
  • Schedule interviews as directed by the Director of Human Resources & Development or Human Resources Representative.

  • Schedule testing as necessary for select positions.

  • Conduct reference checks as directed.

  • Prepare employment notifications, wage increase notifications, appointment letters, and overloads for DHRD review and approval.

  • Coordinate and maintain onboarding and offboarding procedures

  • Complete employment verification forms.

  • Coordinate and maintain all background checks.

  • Prepare employee ID/Access cards.

  • Prepare and monitor all state approval hiring documents for CHRO review and approval.

  • Add new employees to systems of record.

  • Maintain HR filing including active and inactive employee files/storage in an organized efficient manner at all times.
  • Scan documents for electronic filing in active and inactive electronic personnel files and other storage systems.

  • Conduct regular audits of employee files and follow up as necessary to ensure employee files are complete and up to date.

  • Assist Director of HR and Development with reports and publications that are maintained by the HR office.

  • Assist with maintenance of credential files and credential management software for HLC accreditation and visits.

  • Provide assistance to employees with workers compensation claims and workplace injury forms Submit claims as directed by the DHRD in the absence of the HR Representative.

  • Send probationary period evaluations to supervisors as needed for three and six month evaluations.

  • Assist with coordination of annual evaluations.

  • Provide assistance to employees and prospective employees in completing employment forms, and benefit enrollment forms.
  • Provide benefit information to employees on a regular basis.

  • Prepare and send new hire forms to new hires: regular employees, temporary employees, adjunct faculty, and Work Study students.

  • Review forms submitted by employees for accuracy before forwarding to the Payroll Representative for processing.

  • Communicate with employees to obtain corrected forms/information to assist in Payroll processing.

  • Office support for HR Office.
  • Maintain schedule of annual events. Coordinate as directed.

  • Provide clerical support to Director of Human Resources & Development and Human Resources Representatives.

  • Provide backup and support coverage for payroll functions.

  • Performs other duties as assigned.
