Job Overview:

During this time of re-invention, ODM seeks a Chief Financial Officer who will embrace change, foster innovation, protect taxpayer dollars and focus on the needs of consumers, providers, legislators, and stakeholders.

As an ideal candidate, you should have executive leadership skills, financial expertise, and a proven ability to champion the agency’s mission and vision across a variety of audiences and situations. You will guide the financial planning and fiscal governance of the state and federal funds that make up Ohio’s multi-billion Medicaid budget, ensuring every dollar invested is leveraged to deliver optimum care and support for nearly 3 million Ohioans.

ODM’s Office of Fiscal Operations consists of 3 sections: Rate Setting/Cost Setting, Budget, and Accounting & Reporting Services.

Working alongside ODM’s Director in strategically planning the direction and financial policy for Medicaid’s diverse programs and services, as the Chief Financial Officer (CFO) and member of the Senior Staff, your responsibilities will include:

  • Providing policy guidance, program proposals, and budgetary recommendations to ODM’s Director and senior leadership to fortify the agency’s fiscal integrity and return on investment.

  • Designing and implementing innovative financing approaches to advance value-based purchasing and strategic acquisitions and partnerships.

  • Developing and implementing ODM’s budget annually, monitoring budget expenditures, forecasts and performance throughout the fiscal year and providing guidance to ODM’s Senior Staff regarding regulatory and financial policies for which the agency is responsible.

  • Testifying and representing ODM at legislative meetings and public hearings.

Qualifications
  • Change agent with strong credibility and influencing skills and the proven ability to build relationships and influence stakeholders.

  • Ability to interface effectively with all levels of the organization as well as other sister agencies of state government and other organizations outside of ODM.

  • Strong listening skills; able to drive a positive employee relations culture.

  • Bias toward actionable, measurable results that strengthens the care continuum, streamlines back-office administration and increases operational efficiencies in support of ODM’s next generation program.

  • Strong interpersonal and organizational skills, with a highly collaborative working style and a commitment to diversity and inclusion.

  • Ability to work in a matrix environment, influence and motivate diverse teams to achieve a unified goal.

  • Bachelor’s degree from an accredited university or college in Finance, Accounting, Operations Management, Business Administration or related field.

  • Minimum of 10 years of combined experience in finance, accounting, corporate audit, compliance or controllership, with three or more years of strong executive leadership experience.

  • Strong financial management, project management and analytical skills.

  • Experience managing complex projects with multiple stakeholders through successful completion within time constraints.

  • Strong executive presentation skills, written communication skills and experience with a variety of computer software applications and data processing systems.


Supplemental Information:

This position is overtime exempt.

This position is unclassified per 124.11 (A) (9), Ohio Revised Code.

Travel required, as needed. Must provide own transportation. Or, in order to operate a state vehicle, you must have a valid driver's license from state of residence.
