    About the program:
    Clackamas ESD has been providing services for young children with special needs in Clackamas County for more than thirty years. The Clackamas Early Intervention and Early Childhood Special Education program continues to focus on working with families, local school districts, and other community programs to prepare young children with special needs to enter kindergarten ready to learn.

    Early Intervention/Early Childhood Special Education serves eligible children ages 0-5 years who experience delays or disabilities. Services are individualized according to the child's needs and may include home visiting; consultation to staff at community preschools, Head Start classrooms, or child care settings; specialized preschool; related services such as speech, motor, or other specialists; and parent education. Children may be referred by parents, community preschools, local school districts, physicians, or other community service providers.

    About this position:
    The Inclusion Coach supports children receiving Early Intervention/Early Childhood Special Education (EI/ECSE) by consulting/coaching early childhood care and education providers to support children who exhibit social, emotional and behavior needs or require significant modification to engage in class routines in community settings. The Specialist works with families and staff to implement evidence-based practices to provide high quality environments leading to growth and development across five developmental domains. The Specialist will coach and model to others to use the Early Childhood Pyramid Model (ECPBS) for Tier 1, Tier 2, and Tier 3 strategies. They will also support staff with the creation of behavior supports and plans when needed, support to fidelity and provide recommendations for modifications and adaptations that are evidence-based so children are successful in their early childhood setting and assist in preparing children for school readiness.

    Essential functions:

    • Support service providers in providing evidence-based practice around development, implementation, and review of IFSP plans for children demonstrating social-emotional and/or behavioral needs, in inclusive early childhood settings
    • Design, facilitate and provide technical assistance and training to early childhood care and education providers, staff, and families using the Early Childhood Pyramid Model
    • Support EI/ECSE providers, community preschool teachers, families, and School Psychologist in the behavior support process
    • Coach and Model evidence-based strategies for early childhood providers, including peer-mediated intervention, pyramid model and practice-based coaching
    • Use practice-based coaching to support early childhood care and education providers in the use of evidence-based practices within preschool settings, family childcare, and homes
    • Model incidental teaching with classroom and related services staff to increase engagement and independence
    • Participate as a collaborative team member to develop data systems, collect data, and analyze data on the effectiveness of behavior support plans
    • Participate in the State PBS activities and PBIS leadership as directed by EI/ECSE program
    • Provide support and information regarding specific disabilities, child development, the EI/ECSE program, and community resources to teachers and families of children aged birth through five
    • Develop appropriate systems to regularly monitor educational progress and maintain records and submit reports as required by program procedures and Oregon Administrative Rules
    • Attend advisory meetings, PBIS leadership, and other identified meetings as needed or requested and provide appropriate information as requested in both verbal and written formats
    • Conduct in-service training for community sites, caregivers, and early childhood providers as requested and approved by supervisor
    • Implement and train others in use of the program adopted crisis prevention intervention strategies to include the use of de-escalating procedures and physical interventions to avoid injuries. Use personal safety techniques to avoid exposure and injury to self, students, and other staff
    • Attend and participate in all required EI/ECSE staff meetings
    Minimum qualifications:
    • Current Oregon teaching authorization or license with appropriate special education endorsement, or current speech-language pathologist, occupational therapist, or physical therapist license
    • Minimum three years’ experience working with children who are at risk for delays or children eligible for Early Intervention/Early Childhood Special Education services
    • Prior experience teaching or coaching others in preschools and educational settings
    • Recent preschool classroom teaching experience
    • Training and experience in behavioral assessment and intervention and experience using positive behavior supports
    • Knowledge of research applied to Pyramid model and other evidence based social emotional supports
    • Ability to communicate effectively with families, caregivers, and early childhood providers
    • Ability to objectively evaluate and document student progress
    • Ability to work with other professionals in early care settings to promote inclusive practices for all
    • Demonstrated ability to compose and produce concise professional documents
    • Demonstrated ability to effectively engage in a variety of team based service delivery, planning, decision making, and problem solving
    • Demonstrated ability to facilitate groups in meetings and workshop settings
    • Demonstrated ability to utilize collaborative consultation skills that identify and focus on meeting the needs of the student
    • Demonstrated skills in utilizing effective instructional strategies for adult learners, including families, care providers and preschool teaching staff
    • Knowledge and skills to provide culturally competent services
    • Knowledge of rules and regulations that apply to the eligibility and provision of EI/ECSE services

    Salary: Salary based on experience. See the 2022-23 Licensed Salary Schedule. The 2023-24 Licensed Salary Schedule has not yet been released.

    Retirement plan contributions:
    Clackamas ESD employees working 600 or more hours in a calendar year are eligible for the Oregon Public Employee Retirement, or PERS. There are two components to PERS, including the pension, which is primarily funded by CESD and The Individual Account Program, or IAP, which is funded by a six-percent deduction from your paycheck. If you are new to PERS, your PERS deduction will begin automatically after a six-month waiting period.
