The Oregon Department of Human Services is seeking to hire a GIS Technical Specialist who will join the Office of Oregon Enterprise of Data Analytics (OEDA) team to design, develop, and implement systems and databases to access and store geospatial data. You will analyze this data utilizing mapping software. GIS specialists design digital maps using geospatial data and analyze spatial and non-spatial information.

What you need to qualify
  • Six (6) years of information systems experience in geospatial information systems (ArcGIS) particularly with servers/mainframe application; OR
  • An Associate's degree in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field; AND four (4) years of information systems experience in geospatial information systems (ArcGIS) particularly with servers/mainframe application; OR
  • A Bachelor's degree in Information Technology, Computer Science, or related field; AND two (2) years of information systems experience in geospatial information systems (ArcGIS) particularly with servers/mainframe application; OR
  • Master's degree in Information Technology, Computer Science, or related field may substitute for all of the above.

Essential attributes:
  • Previous experience with ARCGis.
  • Demonstrated database experience (specifically with SQL Server and SQL Server management).
  • Strong interpersonal and customer service skills.
  • Experience designing, constructing, and maintaining GIS data layers.
  • Web content management systems and Web graphics experience.
  • Possess strong IT skills.
  • Highly detail oriented.
  • Can problem-solve individually and on a team.
  • Strong verbal and written skills along with the ability to effectively communicate with non-technical business stakeholders.
  • Strong ability to analyze software and data integrity problems and make recommendations.
ABOUT Office of Reporting, Research, Analytics, and Implementation
The Oregon Department of Human Services and specifically the Office of Reporting, Research, Analytics and Implementation (ORRAI) establishes organizational alignment and strategic focus around the use of comprehensive data-informed decision-making. ORRAI is responsible for providing employees, clients, legislators, other agencies and organizations, stakeholders, and the public with information to understand how data, research, and analytics informs decision-making about client services, agency recommendations for change, large-scaled systemic improvements, and improves outcomes for children and families.
This position resides within the ORRAI, which is within the DHS Director's Office and will work closely with research analysts, economists, systems analysts, program managers and project managers. The Office of Reporting, Research, Analytics, and Implementation includes:

Your duties at a glance
As the Geographic Information System (GIS) Specialist you will assist in the collation and maintenance of GIS databases.
Customer Assistance/Account Management; Business Control:
  • Manage data compilation, data management, and reporting processes.
  • Implements projects that provide customer services with standard interfaces, consistent service, reliability, and on demand consumption.
Operations:
  • Advocates for system/customers to track, follow-up on, and resolve technical service issues related to locations data and mapping for Oregon.
  • Oversees administration of the data bases and systems that comprise ODHS/OHA GIS projects (including SDE/SQL Server GUS relational database administration, process scripting, and other automation procedures) and other location data initiatives.
  • Functions as a system, architect in the design of integrated system solutions for enterprise GIS data, applications, service delivery and reporting to ODHS and OHA programs.
Construction – Project Management:
  • Creates, designs, and procures new computer systems and applications, conducts research, and make recommendations related to automation techniques which significantly extend the efficiency and effectiveness of computing resources; designs or evaluates computer hardware, software, and systems and makes recommendations to meet customer needs; designs or evaluates advanced systems; conducts comprehensive analyses of advanced technology concepts and hardware configurations.
Working conditions
Occasional evening and weekend work. Some travel may be necessary. Must be able to: work in a noisy, open office environment; communicate by telephone, in-person, and in writing to gather/provide information and take appropriate actions; and work independently with minimal supervision. Hybrid (work from home and office) work schedules are possible with the approval of unit managers, and the demonstrated ability to complete tasks remotely.
