Job description
Under general supervision, the Informing Specialist informs families via phone and letter about the full range of health and dental services available under Title V and Medicaid and assists in making connections, internally and externally, to provide children, adolescents, and their families with access to healthcare. This is a grant-funded position and requires evening and weekend work as outlined in annual program contract.

Essential duties and responsibilities may include, but are not limited to, the following:
- Contacts clients/families in collaborative service area to provide information about Iowa Medicaid benefits according to program requirements. Interviews participant/family regarding status on program components (medical/dental home, immunizations, developmental delays, social needs, etc.).
- Maintains documents and files; updates database information to document program activities according to program timelines.
- Coordinates care and facilitates access to community resources for clients/families based upon needs identified by them during the Informing process.
- Schedules and completes Medicaid Presumptive Eligibility applications to determine eligibility for immediate, temporary Medicaid insurance coverage.
- Establishes and maintains healthcare provider and community resource lists for all counties in the service area.
- Tailors informing and care coordination to address client choice, preference, and special needs such as language barriers, low literacy levels, and hearing or sight impairment.
- Engages qualified interpreters to communicate with clients in their primary language.
- Takes part in review and update of program procedures, phone scripts, and forms.
- Engages in ongoing quality assurance and quality improvement activities related to informing.
- Participates in department efforts related to reaccreditation, performance management, quality improvement, health equity, and workforce development.
- Attends and participates in internal and external meetings.
- Demonstrates the ability to exemplify, by his/her actions, the County PRIDE philosophy.
- Performs related duties as assigned.
Standards for Initial Consideration
Education, Training, and Experience Guidelines:
High school diploma or equivalent and two (2) years of customer service experience with a strong focus on client/customer engagement over the phone or related experience.
Knowledge of:
- Applicable local, State, and Federal laws, codes, regulations, and ordinances.
- Records maintenance and retention policies, procedures, and practices.
- Community health resources and services.
- Medicaid program, including components of Iowa?s Periodicity schedule.
- CDC and ACIP Childhood Immunization Schedules for birth through 18 years of age.
- Child and adolescent growth and development.
Skill in:
- Interacting tactfully and professionally with County staff, outside agencies, and the public.
- Reading and interpreting protocols and standard operating procedures.
- Establishing and maintaining cooperative working relationships.
- Relating to clients and encouraging involvement in preventative health care and assessing client needs and barriers.
- Maintaining accurate records and documentation.
- Working efficiently both independently and as part of a team.
- Typing and entering data with speed and accuracy.

- Operating a computer including standard software and some specialized software.
