The Instrument Engineer will be responsible for providing engineering expertise and support to maintain and improve reliability and safety of refinery instrumentation. Ensures work is technically sound and meets corporate engineering standards.
Responsibilities may include
Providing technical input into process safety management (PSM) and risk management activities as appropriate such as Process Hazard Analysis (PHA) and Layer of Protection Analysis (LOPA).
Participating in instrumentation related incident investigations (Root Cause Analysis) and executing instrumentation related actions.
Providing engineering technical support to refinery departments. Troubleshooting and resolving complex instrumentation-related issues.
Leading development and execution of initiatives necessary to improve instrument performance and reliability through engineering solutions. Includes management of the instrument Bad Actor Program.
Stewarding the MOC (Management of Change) process for instrumented changes
Advocating benefits of reliability practices and fosters integration into plant operations. Mentoring instrumentation technicians.
Providing technical input into training programs for related positions
Assessing, designing and implementing preventive and predictive maintenance programs for instrumentation.
Providing project-specific turnaround and construction support
Providing reliability and maintainability analysis of proposed equipment modifications capital projects from conceptual stage through commissioning.
Leading technical reviews to ensure detailed engineering meets design specifications, codes and engineering standards.
Maintaining reliability databases
Maintaining and reporting reliability metrics. Proposing solutions to adverse trends in asset performance.
Provides capital project support through all phases from concept to commissioning for new or modified assets in compliance with Project Management Process standards.
Applying Phillips 66 Required Standards, engineering standards, mechanical integrity procedures, and safety procedures to address instrument reliability challenges.
Ensuring interface with technical consultants, area resources and Operations
Basic/Required Qualifications
Legally authorized to work in the job posting country
Bachelor of Science degree in Electrical or Mechanical Engineering or related field (Chemical, or Civil)
5 or more years of instrumentation reliability and/or project engineering experience
Willing and able to obtain a Transportation Worker Identification Card (TWIC). Information can be found at https://www.tsa.gov/for-industry/twic
Maintain face daily so that a respirator/face mask can seal properly (some examples include being free of facial hair and/or clean shaven)
Preferred Qualifications
10 or more years of instrumentation reliability and/or project engineering experience
Working knowledge of American Petroleum Institute (API) Recommended Practices for instrumentation in hazardous locations
Safety Instrumented Systems (SIS) experience in all phases of the SIS lifecycle
PHA experience
RCFA experience
DCS / PLC experience
The San Francisco Refinery processes a mixture of heavy, high sulfur and light sweet crude oil. Facilities include crude distillation, naphtha reforming, hydrocracking, hydrodesulfurization and delayed coking units. It receives California crude oil by pipeline, and both domestic and foreign crude oil by tanker. The refinery produces a high percentage of transportation fuels. It also produces CARB-grade gasoline. Other products include petroleum coke. The majority of the refined products are distributed to California by pipeline and barge. Additional refined products are also exported to Latin America by waterborne cargo.
In 2022, Phillips 66 made a final investment decision to move forward with Rodeo Renewed, the project to convert its San Francisco Refinery in Rodeo, California, into one of the world’s largest renewable fuels facilities. The project, which recently received approval from Contra Costa County, is expected to cost approximately $850 million and begin commercial operations in the first quarter of 2024.

Compensation
The base pay range for this role is $112,500.00-$162,750.00 depending on a candidate's relevant work experience and education.
