14. POSITION SUMMARY

Under the supervision of the Civil Engineering (CE) Buildings & Grounds Supervisor, this position plans and performs installation, maintenance, information assurance and repairs to electrical, electronic, radio transmitted networks, and network components and systems at the Volk Field CRTC. This position also provides assistance for all shops with information system issues, network construction, evaluation, troubleshooting and certification.

15. GOALS AND WORK ACTIVITIES

60% A. Maintain programs & applications dedicated CE Industrial Control

System (ICS) Platform Information Technology (PIT) networks:

A1. Troubleshoot network associated hardware and software.

A2. Provide training and PIT technical expertise to other base personnel as required.

A3. Install networks and devices such as switches, routers, servers, controllers, WIFI, prepare material listing for network construction and upgrades.

A4. Perform programming of network devices, such as switches, routers, servers, controllers, WIFI through the use of computerized equipment for both new and existing Platform Information Technology (PIT) systems.

A5. Perform CE Industrial Control System Information Assurance Manager

(ICS IAM) duties. The position is responsible for ensuring that base CE ICSs are certified and accredited in accordance with DOD and Air Force IA directives and instructions.

A6. Maintain, repair, troubleshoot and install systems and equipment necessary to fulfill the mission of the facility. This includes runway lighting control network, monitoring and metering of energy, and water and wastewater operations, uninterruptable power systems, etc.

20% B. Support DDC & Energy Monitoring areas:

B1. Support HVAC personnel with DDC, Energy Metering and campus monitoring of energy and comfort.

B2. Provide network for DDC, Energy monitoring and metering in areas not currently on network via fiber optics, radio, and copper. Work with base communication shop and personnel to ensure network information assurance is achieved.

B3. Support Utility plant operations with monitoring and metering support and network (Scada type) construction and maintenance.

10% C. Utility billing and reporting:

C1. Maintain monthly records of utility consumption for each building and compile this data into various summary reports as required. Compile energy use data and submit monthly AFERS report.

C2. Develop and utilize computer programs for storing and analyzing utility consumption data. Analyze trends in utility consumption and report significant findings to Base Civil Engineer. Prepare special utility consumption studies to determine effectiveness of completed energy conservation projects.

C3. Provide technical support to Base Comptroller in preparation of all Inter- service and Inter-governmental Support Agreements in accordance with DOD instruction 4000.19 as applicable.

10% D. Miscellaneous Duties:

D1. Assist office personnel with computer, software and hardware concerns.

D2. Assist troubleshooting engineering plotter/scanner.

D3. Maintain and repair CE audio visual equipment and cabling.

D4. Install, repair, maintain and troubleshoot keyless entry, and other types of energy monitoring systems.

D5. Support personnel with all aspects of electronic lock systems, to include installation, maintenance, repair and troubleshooting.

D6. Perform other duties as assigned.

Knowledge, Skills, and Abilities

K1. Knowledge of and ability to use all types of electronic testing equipment used to troubleshoot and maintain networks and associated network devices such as routers, switches and hubs.

K2. Knowledge of and ability to use verbal communication and interpersonal relation skills for a variety of facility customers.

K3. Knowledge of and ability to communicate specific fire and network system requirements and specifications to engineering staff, contractors, and other groups in various stages of planning and development in new facilities or renovation projects.

K4. Knowledge of and understanding of network cabling systems such as twisted pair, CAT3, CAT5,

CAT5e, CAT6, multi-mode fiber optic and single mode fiber optic, including the converters (FOSDK and

ADAMS).

K5. Knowledge of and ability to read and interpret blueprints and specifications of materials in relationship to information systems, alarm systems and control systems.

K6. Knowledge of and ability to monitor and operate DDC control system (KMC).

K7. Knowledge of BASIC programming for HVAC and network applications.

The ability to reason, analyze information and make independent decisions.

The ability to operate a personal computer and use Microsoft Office software to include

Outlook, Word, Excel, Teams, and a variety of software applications. This includes the proficient use of a portable notebook computer using menu driven as well as custom programming features.

Possess or have the ability to possess COMPTIA A+, Network+ and Security + certifications.

Ability to obtain and retain a CAC Card.

Ability to obtain and retain a valid Wisconsin driver’s license and qualify for a government driver’s license.

Job Type: Full-time

Pay: $35.00 - $37.00 per hour
